If you are talking about the "transfer tax" , then it is applicable when the transfer is registered at the Land Office, it has nothing to do with the date anyone entered into a contract to sell or purchase property

There were many problems with Pay Pal in the past but since they were purchased by eBay they seem to have gotten their act together BUT, I would still only give them a CREDIT CARD as your payment option and not use a DEBIT CARD and I would still never give them Bank details

I think the question that everyone should be asking is not why the Baht is still so strong, but why the other currencies (Dollar, Euro, Pound) are all so weak
It all comes down to deficit spending which the currency markets loathe

I agree with Jingthing. Wire transfers must be set up and authorised before you leave the States. It's for your own protection. I sucessfully use Chase but I applied for this capability and authorised it before I left the States. You cannot verify your identity over the phone. Thankfully, for your own good.

Of course your bank can verify your identity over the phone, they do it via an extended verification procedure where you have to correctly answer several questions about information on your CREDIT REPORT. Such as the amount of your mortgage, a telephone area code you may have had in the past, your last payment on a credit card, or other type questions that only the account holder would know.
I have had wires sent from E*trade Bank using the fax form twice, once when I purchased a Condo three years ago and recently as reported above. At no time did I ever have to "authorize" them prior to coming to Thailand. Only had to do the extended verification procedure this last time due to the large amount and wisely included a local telephone number with the wire request form

Why ?
My wire request was for $106,025 USD, Etrade Debited my account for $106,025 USD, SCB reported the wire was for $105,985 USD which they converted to Thai Baht at the exchange rate of 32.22 THB per USD (after asking me if I wanted it converted on the day they called) and credited my account with 3, 414,836.70 THB
Even a mathematically challenged person like myself can tell that there was $15 missing which must have been the SCB Service fee you are talking about

Since you have read the post's on it then you should know it is dependent upon what the Customs officer that is assigned to your shipment wants
You will received two quotes, one with an official receipt and one without, and I will leave it to your imagination which one will be lower

Etrade bank -- they used to appear to offer ONLINE SWIFT from their website, but when I tried it, they said they don't actually allow the service even after I put it in without an error message. That pissed me off big time. Etrade customer, have you tried the SWIFT FAX service yourself recently, and did it work?
Yes, two weeks ago for $106,000 to SCB. $25 to E*trade for the wire and someone skimmed off $15 during the transaction. Took one day and SCB called me when it arrived, emailed me the Foreign Currency Transaction form as an attachment, I signed it and returned it to them and the money was converted and in my account within 48 hours of the fax to E*trade

If is the same as what is commonly called "tennis elbow" then the only thing that I have ever heard that works is a small band that goes around the tendon between your wrist and elbow and when pulled tight prevents the tendons from pulling on the elbow socket
Unfortunately I don't know if they are available in Thailand

Since you are going to have to get a new bank anyway I would suggest E*trade Bank who will charge you $25 for a SWIFT transfer to Thailand and only requires that you use their fax form
Additionally, once you are here you can use your E*trade Visa branded ATM card to withdraw from Thai ATM's and E*trade Bank will reimburse you the 150 THB foreign ATM charge, levied by Thai Banks, thereby eliminating your need to deal with Travelers Checks

Not going to happen in the short time frame that you have specified, doubt if you could even get an appointment by May
And in the future don't use all caps on this board, it is considered rude and not acceptable
And your Military ID card doesn't mean squat to the Embassy, just like my State Department Retiree ID card means nothing to them

Every time I read a thread like this I can't help be reminded that there is a reason that Thai Immigration requires 800,000 / 400,000 THB, or 65,000 THB per month income for extending your visa
So you will have the money to go home if it becomes necessary

First thing you had better take into consideration is how long it is going to take to get it
I visited several dealers in both Pattaya and Rayong and the earliest delivery I could get was mid May and this was three weeks ago
I opted for a Toyota, Vios, delivered in three weeks
The sales person in one Pattaya dealership was so proud that she could offer me a free Honda key chain if I ordered through her despite the wait

Sounds like this MAY be a Bangkok Bank policy
I have never been refused by Siam Commercial Bank for an " over the counter transaction " so long as I had my Passport with me for them to copy
I use the over the counter transactions method primarily since no ATM in Thailand will dispense more than 20, 000 THB per transaction and the over the counter method gives me up to my US Banks maximum $1,000 dollar daily limit

I suspect that the Thai banks have already been fully cooperating with the US and predict that we will see no effect whatever here.
I am going to wire 40k USD into my Thai account in a few days and I will report if there is any change from before (i.e. no questions on amounts below 50k and asking me what I was using it for on amounts over that).
I just wired $106,000 into my SCB account last Thursday and all that happened was a phone call from them (SCB) asking what it was for so that they could fill out the Exchange Certificate, which they emailed me as an attachment, I signed and returned to them, once again, as an attachment
At least Thai banks are willing to accept a signed form via an email attachment, where my US bank insisted on a FAX

Yes, if you are trying to "surf" the web, downloading a torrent can have a major effect on how fast your pages refresh
If your are "seeding" a torrent that may also have an effect on your browsing, unfortunately I have never uploaded a torrent so I can't answer that one
