This place has a lonnnnnngggg history. It was blocking off public streets around the complex and preventing residents from using them, it had claimed other space out onto the beach, there were other smaller structures from memory. Go to Chennai, India. About a 1/3 of the cost of Thailand. Mostly UK trained. Very advanced hospitals and highly-trained staff. All give price estimates by email after you send them your material. Kauvery is one to check and Apollo another. Hotels area cheap, so are tuk-tuks. Chennai is mostly vegetarian so you need a hotel with a good resto next door. Hotel Apple Residency is worth checking out. Careful where you step. Prices from a few years ago. incl private room + food. Airport transfer India. Chennai angiogram and 1 Abbot USA DE coronary stent $6,000, 2X $7,000, 6 x $10,000 Bumrungrad $14,000, 2X $20,000 (a friend)

Send the MRIs, x-rays, reports, etc to India (electronically). Try Apollo Hospital or Kauvery Hospital in Chennai, I've had good results at both. DM if you want contact details. At least a half the price of Thailand. No medical visa required for India. Direct three hour (from memory) flights to Chennai from Don Mueang.

Thailand rates are crap. Go over to Cambodia and get 8% pa paid monthly. Hattha bank, owned by Krungsri is one option. As a non-resident you'll pay 14% tax on the interest so giving you an effective 6.88%, or thereabouts. If you're able to get a long term visa, eg, a retirement extension after your first 30-day visa expires, plus a rent receipt for say six months from a guest house and then open your TD you get residence rates of 6% interest. They only check your visa when you open your account. You can transfer the interest to yourself in Thailand each month using Wing for a few $$ using the bank and Wing's mobile apps. -

Probably not. Thais love to beat up those lower down the social pecking order than them and foreigners and refugees are way down the pecking order. I wouldn't be holding my breath. -

It's a very common practice and has been for a long time. Which is why if the cashiers make a mistake in your favour you should return the "windfall" immediately that you discover it, even if it means going out of your way to do so.
