My step son(Thai)gets his Ritalin from Khon Kaen hospital. So, yes, it is available at government hospitals. From my experience, medications are cheaper at government hospitals than at private hospitals. The downside is the long waits. The evening outpatient clinics at the government hospitals are an option. A little more expensive but much less waiting and still cheaper than private hospitals.
Yes medication is triple the price at private hospitals.

You need to do that very early after arrival.
As pointed out CM require 21 days remaining on your entry stamp.
Assume that you have a Thai bank account in your name only.
800k baht in bank the day you apply for Non O
Also obtain a TM87 form .
TM30 etc
He is arriving on a 30 day free visa he needs a tourist visa before he arrives.......

I spent a couple of weeks in the big Public Hospital here in Chiang Rai two years ago.
Medical care and nursing care was good. Surgical care was excellent.
Food was awful!
Total bill, including 2 operations (1 major, 1 a minor follow up) was marginally over your bill for 1 night!
Interestingly, the one thing they did make a mess of was my diabetes medication. My daughter brought in all my medication, and my "green book" from my local hospital. They lost half my medications, refused to let me use my injection pen, but insisted on using a conventional syringe, and gave me my medication at all sorts of strange times at variance with the proscribed times. I asked to be able to manage my own diabetes treatment but they wouldn't have any of it. It took me a couple of weeks to stabilise everything after I was discharged.
What isa hospital greenbook?

I've been flying to Thailand from China once a month since April. On Chinese airlines. I'm in that rare group of people who go to Thailand for a monthly visa run. I have another flight booked next week.
In china southern or china eastern ?

Does he have to provide reasons why he should get the royal clemency?
Good behavior - fail.
He is really sorry for his crimes - fail.
He compensated the damaged parties - fail.
He will never do it again - fail.
He was already a substantial time in jail - fail.
I am sure we could add 100 other reasons why he doesn't deserve what he asks for.
He might be sorry a bit for letting his daughter wear high heels to the buffalo farm in Isan
