These are probably little fish. If a wider net was cast I wonder who else would be redeemed. I don't believe this operation could have thrived for so long without the help of some bigger fish in positions able to aid and abet the process.

Nip it in the bud. There is no up side to vapes of any kind. It is fast becoming the new entry level platform for nicotine (and other) products. By adding flavours and other things, it is primarily designed to hook young people into using them under the illusion of being cool. These marketers are driven by greed and have no regard for health issues and focus on entrapping the undeveloped minds of our youth to become the life long consumers of their products. Let’s not kid ourselves that they’re the healthy alternative to cigarettes. This is far from the truth.

Yes, it’s quite likely a modification on many taxis if it’s an easy fit which I’d say is quite likely. I doubt he’s the only one using it.
