You just don't get it .    Thai cops are doing exactly what the Thai people want .  They like being able to "Pay the cop"   They like knowing that they can  break the law without worrying about punishment .    Just don't hurt one of the "Influential"  people and they can get away with almost anything .   That is how they want it .     You will never change it 

I wouldn't care if the price doubled .   Maybe people would only drive when they needed to and there would be less traffic
