I have been out of the country last 20 years and need to open a bank account in USA for transferring funds from my retirement account and later direct deposit my SSA .

I need to open a USA bank account but I have no driver license (expired) or address. I do have Bangkok Bank account in Thailand. 

Is there a way I can open from Thailand?

I forgot to get a re-entry visa for my retirement extension to my visit in China. I try to get a non o in Beijing but I was declined because I didn't have resident permit. I came back on one 30 day entry visa and tried to obtain non - o but was told I had to get it from outside of Thailand because this is my 2nd time applying for it. 

Question: Can I get Non O from either Laos or Cambodia? What documents do I need to get it?
