It really isn't rocket science to get all these reckless driving under control. Sadly, there just isn't the will (or the competency) to get it done with local management/authorities. Simple first step is to restrict the top speed of these vehicles - easily done electronically.

few months ago in thai TV was some interview with thai people they say they understand the profit for lottery ticket vendors is small so they willing to pay 100, 110 baht...

Overcharge for lottery ticket fine 10,000 baht

Kill a cyclist and get fined 7,500 baht

And because today is 5th June, just 3 days after the last lottery draw they will catch no one lottery ticket vendor out there.
