What's the deterrent? Points on the licence is a non-starter. A ban on driving clearly won't work. A slap on the wrist? A small fine? A now don't do it again, there's a good fella? 

Impound the vehicle and irrespective of whether the driver is the owner or not, charge a very, very hefty fee for its return.

Why can’t I buy a bottle of wine for my dinner?  ask the tourist. The sales women smile and say that is the law. You have to come back after 5 PM. 

What a joke.  No, not many understand that law. This is after all the 21^st century we live in.

And not many understand the high tax on wine either.  Not many Thai people can afford a bottle of wine, but they can afford cheap Thai whisky, which over time are much more harmful than wine.

Yes, sorry it was not for free when I think back.  I bought it for as far as I rember about 1000 Bahts from Microsoft but you don't have to pay evert month.
