But the question remains about why this virus appeared in the first time , and what purpose does it serve ...
Why should there be any reason for it? Or purpose?
Why did the sun rise today? and what purpose does that serve?

Secondly people can move in and out of Samut Sakhon province.
Are you certain about this? I agree that it would be very difficult to prevent them doing so as the province does not have well-defined border with crossing points.

Who does this? At least immigration and department of employment don't do this, as shown by their actions (or not taking action...) in the past.
In what sense do they ‘not do this’?

You might make $1m overseas, remit $50k into Thailand and pay tax on that $50k probably about $10k after deductions. Then your country cant tax you on $1m.
This sounds highly unlikely! Please explain your reasoning with reference to the appropriate documents.

The double taxation agreement with the UK for example was re-written a couple of years ago, it is no longer the case of Tax paid in UK no tax due in Thailand, only certain incomes are non-taxable and you need to claim relief from HMRC for double taxation.
Please can you post a link to an explanation of the details of this new agreement (not the actual agreement)? TIA.

Anyone on a tourist visa certainly has nothing to worry about
Very likely they do not, but this is not at all related to their tourist visa: they would equally have nothing to worry about on many (maybe all) other types of visa.

It sucks to be a migrant worker in Thailand. That's not a plight I'd wish on anyone!
Is this not the plight of ‘migrant workers’ throughout the world? Almost by definition or at least contemporary usage of the term.

If near 22.5% of all Myanmar immigrant workers have covid or had covid , that would put Thailands real covid figures at just 225,000 for the workers - not the reported 20,000 for the country
Bit since this is not the proportion for the ‘all of the country’, your premise is, at best, misleading and unproven, or possibly worse!

They call it TTogether, although it's true name is Pao Tung.
Maybe they do, but this name seems to be unknown on the app store, and on google! Pao Tang(sic) does exist but brings up only a lot of Chinese apps.
This page contains useful information about using the scheme in English, at least for this one hotel:
https://pattaya.holidayinn.com/offers/we-travel-together
It also contains this link to an explanatory document in Thai about the “We Travel Together" scheme:
