FACT. Russia's GDP anomaly was mostly due to a jump in war time spending that also follows a prior GDP crash (recession 2022) Not experienced by other countries. This was explained elsewhere.

Bulgaria and Palau joined Russia in becoming “high-income economies” with $14,460 and $14,250 per-capita GNI, respectively.
In nominal terms, Russia ranks 72nd in per-capita GNI. A true powerhouse.

I too rarely see Westerners. I live out along Chaengwattana, hardly a dead end. We have everything, Government complex, TOT & CAT headquarters, Thaipost center, Joint Chiefs of staff, three small army bases (did I mention safe?), lots of courts, DSI, hospitals, Central Dept Store, etc.
The difference is Chaengwattana is not a tourist area. So maybe it's your view that's limited. You go where farang go.
As for change, Thai have probably changed less than many others. Their friendly, smiley nature is still in tack though maybe a bit more sophisticated. I still goof with them everywhere I go.
What has changed (around 2000 as mentioned above) is the tourist/bar scene as it grew from a fairly spontaneous homey style to a sleazier big money dark industry. I can remember when Pattaya was a sleepy seaside strip with a little bus stop and no one in it. I remember watching Patong Beach lay its first paved road along the beach.
As much as the rest of the world has changed, I think Thailand is a better deal now than ever, especially if you can break away from the tourist scene at least occasionally. Learn Thai, it opens doors and hearts among other things.

Said generals are not doing well inside Russia either. Putin has already removed both of them. Shoigu was placed in a dummy role where he can watch Putin jail his staff and uncover evidence. This may be Putin's way of letting Shoigu ponder his coming fate, like a cat playing with the mouse.
I wonder if Shoigu and Gerasimov feel they might get a better deal outside of Russia. Remember Putin had Prigozhin blown out of the sky.

Video proof that the Sevastopol beach was hit by falling debris from a Russian intercepted ATACMS missile. Note the 1 km2 wide debris field shows the missile broke up at a high altitude, it did not target the beach. Also note Russia knew this from the beginning. Liars.

There is a voluntary convention on cluster munitions, there is no enforced international ban. Neither Russia, the United States, nor Ukraine have signed.
The 16 countries that have not signed and who produce cluster munitions includ Brazil, China, Egypt, Greece, India, Iran, Israel, North Korea, Pakistan, Poland, Romania, Russia, Singapore, South Korea, Turkey and the United States.
The problem with cluster munitions is some don't explode. The U.S. has acknowledged humanitarian concerns and has pledged not to use any cluster munitions with a failure rate higher than 1 percent after 2018. [link] Russia has made no such commitment.

You should learn. China-Vietnam is an excellent big bully beats up smaller neighbor parallel to Russia-Ukraine, many wars. Just like Russia, China had trouble accepting Vietnam is not China. Same same. Lots of book burning and brutal cultural cleaning, too.
But for the last 1000 years, Vietnam successfully retained its sovereignty in spite of Chinese aggression and a few wars.
It's not about hope. it's about defending family, home, and culture, just like Ukraine. That suggests Ukraine may have a better ending than Russia.
