So how a governor can take, unilaterally, such a hard, insane decision ?

 

A decision that :

-affects directly the life of half of million of people

-affects national security (yes !)

-affects Thailand international image (Phuket is known worldwide !)

 

People will think : "Is Phuket the new Wuhan ? What's going on in Thailand ?"
