Since an aircard by default can not be accessed by other, it really does not matter but in princip it should be public.

"Public" since then the computer then do not allow share files and printers.

You can setup the connection so the computer work as an Hotspot. Then other people use it., but this is not recommended.
(And only work when the computer is turned on)

If you want to share the connection, please set it up with encyption and password. Then "home" and "work" depend on who you share it with.

The choice between Home, work and public is so you can have seperate security setup (Firewall/share) for different types of connections on the same computer.
