Is this like an advert framed as a question?
Either way, it is very straightforward to do this yourself.
"about to retire in 1.5 years"?? This is a very long time to start thinking about this. There is very little planning to do. Come back in 1.25 years.
The company mentioned may already have packed up and left....

I think others will post more information. But. When my wife (Thai) and I created our company here, we did not need 4 Thai employees for me to receive my work permit as shareholder (?).
Married to a Thai national you don't need 4 employees

Non resident owners in tourist visas, or resident owners of condos can open accounts, just bring your chanote/title.

Ask your friend to contact the owner of the condo, and let them complain to the committee.

If you build a boat in your back yard, you are considered working under Thai law, or even painting your fence at your home. All are illegal without a work permit. It is a totally illogical, knuckled headed mindset from Thai officialdom, but it is the law. Is it enforced ? Sometimes it is depending on the mood of those in charge. I
That is utter nonsense. Building a boat is a hobby, and painting your house is a domestic task. If on the other hand your wife sells noodles on the street and you help her carrying buckets of water or other things, then that has been known to be considered working.

You are entitled under law to opt for a bloodtest in hospital in stead.....

I would imagine that they prefer to deal with agents processing stacks of visa appications from both a monetary aspect, to avoid long queues and, often lengthy and argumental, procedures involving individual applicants.

Everybody knows about visas and the draconian work laws in Thailand. If you come back and do it again, they may lock you up for a considerable time.

So then whos being anti social? Noise stops according to OP at 2300 you start nouse at 2300. Not the best idea ive read.
Use your imagination: if the mechanic loses sleep, he won't be able to work as well or as long as before. I recommend closing windows, turn the a/c on, or move to another room while this plays out. Of course if the OP can, he should consider moving from what is clearly a pleb environment.

Record a day's noise, and then play it back to him at night till the morning. He can't complain about it, because its his own
noise.
Why Thailand if Malaysia is so much easier and nicer
