Heavy rains have wreaked havoc in Patong, with landslips and potholes forming on waterlogged roads, culminating in a significant incident yesterday when a large tree fell onto power lines between Patong and Kamala. Patong Mayor Chalermsak Maneesri today urged all residents and drivers to remain extra cautious. In an official notice issued on 20th September, the Patong Municipality warned the public to "Watch out! Follow the situation of flash floods, forest runoff, flooding, mudslides, and strong wind waves." Residents affected by these adverse conditions are advised to seek help at the Emergency Operations Centre for Disaster Relief located at Patong Municipality. Incidents can be reported to the Disaster Prevention and Mitigation Office, which is operational round the clock at 076-342600. Repair teams have been swiftly deployed to fix damaged roads and drains, while officials stay vigilant in monitoring landslide-prone areas. Yesterday afternoon's heavy rain and strong winds were so severe that a large tree collapsed onto high-voltage power lines, blocking traffic on the Kamala-Patong road. Patong Traffic Police responded promptly, cordoning off the area and managing traffic flow. Officials from the Provincial Electricity Authority's Patong branch were on the scene to repair the damaged power lines and remove the fallen tree. Patong Police warned that should the heavy rain persist, the area will stay sectioned off to prevent further incidents, likely causing more traffic delays. In a decisive move to tackle the growing issue of online scams, Thailand's Digital Economy and Society Ministry (DES) has announced amendments to regulations, making banks and telecom operators accountable for negligence in handling such crimes. During the "60 Years of Excellence: Creating Great Leaders, Designing the Future" seminar hosted by the Thailand Management Association, DES Permanent Secretary Wisit Wisitsora-At highlighted the new measures. These rules aim to strengthen last year’s anti-technological crime regulations by specifically targeting negligent service providers whose actions, or lack thereof, facilitate online scams. "Enforcement will depend on the negligence level of the service provider related to the victim's losses," Wisit explained, underlining the DES Ministry's focus on enhancing digital trust. With online scams and gambling constituting an estimated 45% of Thailand’s GDP, such measures are deemed critical. Additionally, the ministry allocated 200 million baht (US$6 million) for the 2025 fiscal year to further its e-government "Cloud First" policy, which will transition state agencies to paperless operations and support advanced technologies like data analytics and artificial intelligence. By 2024, Thailand expects 50% of its government services to be paperless, spanning various ministries and agencies. On the manpower front, the DES Ministry will launch a "learn to earn" platform to address labour shortages by efficiently matching skilled workers with market demands. This initiative is part of ongoing efforts to boost Thailand's digital competitiveness and improve its global ranking. Pattaya police apprehended a 51 year old Thai man accused of robbing a street food vendor while pretending to place an order. The suspect was arrested just hours after the incident. Police officers from Bang Lamung Police Station arrested the suspect, Sakon, at 9pm on Wednesday, September 18, at his residence in the Eua Athon Naklua housing estate in Bang Lamung district, Chon Buri province. At the time of his arrest, Sakon was preparing to take a shower and was found wearing only a towel. During the search of Sakon’s residence, police discovered some of the stolen items hidden in a bag and the clothing worn during the robbery. A black Honda PCX motorbike used in the crime was also found at the house. Sakon confessed to the crime and was taken to Bang Lamung Police Station. The victim, Krathiam, a 52 year old food vendor, identified Sakon as the robber. She recounted that Sakon had concealed his face with a motorbike helmet, placed a food order in the morning, and later stole her belongings, including two mobile phones, watches, and other valuables, under the pretence of heading to a nearby convenience store. CCTV footage captured Sakon riding a motorcycle, changing clothes, and then returning to his room after the robbery. Sakon has a criminal history, with four prior convictions related to theft and drugs. He claimed that he committed the crime out of desperation after losing his job, reported Pattaya News. Phuket police are intensifying their investigation into an MG car linked to a robbery-homicide in Nakhon Chai Si after GPS data revealed its presence in Phuket. Yesterday, September 19, Police Captain Ratchanat Ratsadaproni from Nakhon Chai Si Police Station was alerted to the discovery of 47 year old Thitirat Chatput’s body. Thitirat, who lived in the Lat Phrao district of Bangkok, was found dead in a water channel along the Nakhon Chai Si-Huai Phlu road in Nakhon Pathom province. Thitirat, a Grab driver, had been reported missing by relatives since September 10. Police initially suspected the motive to be car theft and murder, as Thitirat’s black MG car with the license plate 6 กฉ 7998 Bangkok was also missing. Police have now identified the missing vehicle via CCTV footage. The car was spotted between the Thalang District Office and Thalang Police Station on Thep Kasattri Road, heading into the city, reported KhaoSod. The GPS signal was recorded at 1.12pm. The Commissioner of Provincial Police Region 8, Phuket Provincial Police Chief, and the Phuket City Police Chief issued directives to all local police stations to search for the car and report immediately if it is found. In related news, police officers in the southern province of Prachuap Khiri Khan are searching for two Burmese men who allegedly killed a fellow countryman, his pregnant wife, and their seven year old daughter for 50,000 baht in cash. A Thai employer revealed how he hired a 40 year old Burmese man named Saw to work on his rubber plantation. However, Saw was absent from work at the back end of last week. The employer tried to call him several times but he did not respond so, he went to his home on the morning of August 31. Tragically, the employer discovered the bodies of Saw’s pregnant wife, 38 year old Kinwailai, and their seven year old daughter. The Government of Thailand is intensifying efforts to promote its new Destination Thailand Visa (DTV) to attract foreign nationals who wish to work while travelling in the country, according to Foreign Affairs Minister Maris Sangiampongsa. Maris announced that the ministry is playing a significant role in promoting the DTV, which is anticipated to generate revenue for Thailand. He emphasised that the visa will facilitate long-term stays for foreigners who want to work remotely while enjoying life in Thailand. “It will help facilitate foreign people who would like to stay for a long time in Thailand and also work long-distance.” Maris mentioned an example of a friend of his son who has been working for Disney World, based in the United States, but has been living in Phuket for the past six months. Hotel operators in Phuket have reportedly launched special packages targeting foreign digital nomads who prefer to live in Thailand while working remotely for overseas employers. These individuals are a key demographic for the DTV. Maris reassured that foreign nationals using the DTV will not need to worry about their visas expiring too soon or dealing with complex visa procedures. The DTV allows foreign nationals to stay in Thailand for extended periods and are considered global talents who will bring unique skills to the Thai economy. Destination visa Their presence is expected to benefit the entire economy, from local vendors to restaurants, hotels, and tourist attractions. “The programme is expected to generate income for local people as these foreign people can spend their money in local areas where they live and work at the same time for between six months and one year in Thailand. “This will also help stimulate the Thai economy. I welcome all of those who would like to come and work [while] in Thailand.” The DTV allows foreigners to stay in Thailand for up to 180 days per visit, with the option to extend for another 180 days, making it possible to stay for up to a year. Additionally, Thailand has expanded its visa-free entry policy, increasing the number of eligible countries from 57 to 93, including China and India. The entry period has been doubled to 60 days, extendable by another 30 days at an immigration office. To prevent potential misuse of the expanded visa exemption system, the government is introducing an Electronic Travel Authorisation (ETA) system. This system is designed to be hassle-free for those planning visits to Thailand. Maris explained that the ETA will enhance the screening process of incoming visitors while improving security and travel convenience. The system is expected to be in effect by the end of the year. Upon completing the online ETA form, visitors with visa exemptions will receive unique QR codes, which they will need to present to immigration officials. Maris also mentioned that he recently discussed Thailand’s plan to become a regional tourism hub with foreign counterparts. The government is working on the Six Countries, One Destination scheme to position Thailand as a regional tourism hub. The countries involved are Thailand, Myanmar, Malaysia, Cambodia, Laos, and Vietnam, reported Bangkok Post. Maris committed to expediting negotiations with these five other ASEAN countries to implement this joint tourist visa policy with Thailand. “There has been much progress in the scheme, I believe it will take place soon. His art has shaped the global view of Thai culture for decades. “Somtow’s works have been globally admired and helped promote Thai characteristics for years.” Rounding out the trio is The Siam Society, a cultural powerhouse in Thailand. Celebrated for its meticulous work documenting Thai art, culture, archaeology, and history, the Society has been a cultural bridge for over 120 years, fostering friendships between Thailand and diverse global communities. The awards, established by the Foreign Ministry and Thailand Foundation, recognise individuals and groups who promote global goodwill and friendship through cultural diplomacy. Hotel operators in Thailand have embraced a proposal to revive the co-payment scheme for hotel expenses, viewing it as a potential boost for domestic spending. However, concerns have been raised regarding 1,400 unresolved fraud cases from the scheme’s previous phases. Tourism and Sports Minister Sorawong Thienthong discussed the matter with Prime Minister Paetongtarn Shinawatra, who agreed in principle to reintroduce the stimulus programme, originally launched during the Prayut Chan-o-cha administration. Thienprasit Chaiyapatranun, Thai Hotels Association (THA) President, expressed support for the programme but suggested its implementation be delayed until after the Songkran festival next year. He emphasised the need for the government to consult with the private sector before launching the scheme, citing past implementation challenges faced by hotel operators. “THA wants the government to collaborate with the private sector to avoid the obstacles experienced during the initial phases.” In the same meeting with Sorawong, THA urged the government to tackle the issue of unregistered hotels, which are prevalent across Thailand. Somradee Chitchong, Deputy Governor for Domestic Marketing at the Tourism Authority of Thailand (TAT), highlighted the benefits of the co-payment programme for domestic tourism. However, she noted the lessons learned from the previous two phases, which left around 1,400 fraud cases unresolved and resulted in the blacklisting of 1,400 hotels. “If the government plans to reintroduce this project, it should implement robust mechanisms to prevent fraud. Legal actions against the guilty parties place a significant burden on the police, who have limited manpower. From almost 8,000 plaintiffs and defendants, only 10 cases from previous phases have been closed.” Somradee, who managed the project as deputy governor for administration, suggested the stimulus only be reimplemented during a crisis akin to Covid-19. The timing of the meeting has yet to be decided but is expected to be held after the ASEAN Summit which will take place in Vientiane in October. The ASEAN Troika is a consultation mechanism of the 10-country grouping dealing with the Myanmar crisis which comprises foreign ministers of the previous, present, and future chair countries of the bloc -- Indonesia, Laos, and Malaysia, respectively. The "plus" refers to other ASEAN members interested in contributing to resolving the Myanmar crisis. “Thailand will continue to be proactive in engaging key countries, especially ASEAN, in dialogue on Myanmar,” Maris said at a press conference at the Foreign Ministry to discuss priorities of the Paetongtarn government’s foreign policy. He said they are designed to advance what he described as “diplomacy for the people” and “proactive diplomacy.” Maris said high on the agenda are transboundary issues, specifically narcotic drugs, water management, call scams and air pollution. Priority will also be given to efforts to bring peace back to the three strife-torn southern provinces through economic cooperation between Thailand and Malaysia which he said are working on a special economic zone project to be set up in the border area. To help promote tourism, Maris said the Foreign Ministry is introducing what is known as “Destination Thailand Visa” which aims to provide long-term visa for a stay up to 180 days to attract global talents, such as digital nomads wanting to live and work remotely in Thailand. Also on the cards is a single tourist visa under the so-called “six countries, one destination” policy designed to promote tourism and connectivity in the sub-region. Maris, who is now serving his second stint as foreign minister, said the Foreign Ministry also intends to play an active role in promoting Thailand “soft power” with a plan to stage Thai festivals worldwide in at least 30 countries by 2025 to showcase local Thai products.
