The Election Commission (EC) has prepared a contingency plan for a possible ruling that may declare four articles in the senate election law unconstitutional, according to election commissioner Thitichet Nuchanatta. Though he confirmed that senatorial selections at the provincial level will continue as scheduled this Sunday, he did not disclose what the backup plan involves. He added that the EC will await Tuesday's verdict and stated that any assumption that the senatorial election could be nullified due to the court's decision is purely speculative. EC Secretary General Sawaeng Boonmee indicated today that local election chiefs are well-prepared for Tuesday's voting. He stressed that their focus is on assuring a peaceful, orderly, and fair selection process. Acknowledging that several issues arose during last Sunday's initial round of selection, such as a non-audio CCTV system at polling booths and unqualified entrants in the polling area, Boonmee confirmed that these problems are being addressed. Moreover, as several candidates received no votes in the district elections, which might suggest they were stand-ins, Boonmee stated that an investigation into the matter is in progress by local election officials. 6. Over 5,000 Animals Dead, Prompting Bangkok Governor to Suspend Animal Sales The Governor of Bangkok, Chadchart Sittipunt, has declared a halt in operations at a popular pet market in the city. This follows a fire that resulted in the loss of over 5,000 animals recently. The Srisamorn Market, which is managed by the Bangkok Metropolitan Administration but is on State Railway property, has been selling pets for over two decades. The market's activities are paused until further notice, with reopening contingent on approval from both the railway authorities and the market organizers. Chadchart expressed sincere apology for the tragic incident. The devastating fire damaged 118 stores, partially affected another 15, and led to the death of more than 5,000 animals. These animals included 3,500 fish, 37 dogs, 2 monkeys, 1,382 birds, 30 squirrels, 100 turtles, 25 cats, 10 raccoons, and 217 chickens. The Thai Animal Guardians Association, through Roger Lohanun, responded to the announcement by making three urgent demands: a fast investigation of the fire, better safety measures, and tougher enforcement of existing animal welfare laws. In a related development, around 200 betta fish have been rescued from the scene of the fire. Local council members and animal welfare workers attended to the scene of the fire to help save these fish. The owner subsequently gave the rescued fish to any willing takers. Dr. Somchuan Ratanamungklanon, the head of the Department of Livestock Development, reported that certain pets including chickens, reptiles, and exotic animals were saved. The veterinary staff at hand provided immediate medical attention to these animals before transferring them to a veterinary hospital at Kasetsart University. Police Lt. Gen. Trirong Phiwpan, from the Forensic Science office, revealed that further examinations are needed to identify the cause of the fire, although the origin point is known. The area will soon be accessible for shop owners to evaluate damage to their properties. File photo for reference only -- 2024-06-13 Get our Daily Newsletter - Click HERE to subscribe

  8. Thailand is planning to trial a rail service between its capital Bangkok and Laos' Vientiane on July 13 and 14, a move that brings train travel between Bangkok and Beijing closer to becoming a reality. This development was announced by the State Railway of Thailand (SRT). Ekarat Sriarayanphong, an official from SRT, said the new link will enhance transportation between Thailand, Laos, and China. Upon commencement, this connection will make it possible to travel by train from Thailand's Bangkok through Laos' Vientiane to China's Beijing with a semi-high-speed service available in the southern Chinese city of Kunming. The journey is approximately 2,000 miles (3,218 kilometers) long and, due to the mountainous terrain, is expected to take almost a day. By comparison, a non-stop flight takes just under five hours. A high-speed train route is already in operation between China and Laos. This has proven to be beneficial for the transportation of Thai goods, reducing delivery times from two days by road transport to 15 hours by rail, according to a report by Nikkei. Improving connectivity with China, its chief trade ally, is a strategic move for Thailand to stimulate its economy. Thailand's exports to China almost hit the $32 billion mark within the first 11 months of last year, with key exports being fruits and rubber products. During the same period, Thailand's imports from China reached a value of $65.3 billion, primarily in electric equipment and machinery. In addition to trade, both countries are also focused on fostering tourism links. Chinese tourists are allowed a 60-day stay in Thailand, while Thai tourists can stay for 30 days in China. Plans are underway for a high-speed-rail system to connect Thailand to China through Laos by 2028, a development expected to further bolster the tourism sector. 18. The Supreme Administrative Court has upheld a previous ruling by the Central Administrative Court, greenlighting the Mass Rapid Transit Authority (MRT) to ink a deal with Bangkok Expressway and Metro Public Company (BEM) for the Orange Line extension from Bang Khun Non to Min Buri. The legal tussle began when Bangkok Mass Transit System Company (BTSC) took the MRT to court, challenging the bidding process for the lucrative construction project. BTSC alleged that the MRT had altered bidder qualifications midway, a move they claimed had caused significant financial damage to their company. However, the Central Administrative Court found no wrongdoing on the part of the MRT. The court ruled that the agency’s actions were lawful and had not inflicted any harm on BTSC as alleged. The Supreme Administrative Court echoed this verdict, confirming that the MRT had adhered to all legal protocols. This decisive ruling effectively removes any remaining obstacles, allowing the MRT to proceed with signing the contract with BEM to bring the much-anticipated Orange Line extension to life, reported Thai PBS World. 20. A local fishpond owner faced significant distress after a series of thefts targeting her prawn traps over two consecutive days. When the thief returned on the third day, she was ready with a plan to catch him. Shockingly, the culprit turned out to be her neighbour, who claimed desperation led him to steal. Police Lieutenant Colonel Wiroj Tethong and a patrol team from the Bang Pakong Police Station in Chachoengsao Province investigated the theft at Sor Nuan Fishpond, located at 68/1 Moo 7, Song Khlong Sub-district, Bang Pakong District. Upon arrival, they found Jinyapat Jaruwatchakornchai, the 47 year old pond owner, and her relatives detaining 61 years old Mun Phutsri. Mun was caught wearing nothing but white underwear and sitting by the pond’s edge. Jinyapat explained that her prawn traps, known as Ai Ngo, had been stolen from her 18-rai (approximately 28,800 square metres) fishpond over the past two days. Each day, one set of traps was taken, resulting in the loss of several kilogrammes of prawns. Suspecting the thief would return, she devised a plan with her family to catch the perpetrator in the act. At around 4.30am, Mun, dressed only in his underwear, was seen walking along the adjacent pond’s edge. He then crossed a small canal and entered Jinyapat’s property, heading straight for the pond where the prawn traps were set. As soon as he reached the traps, Jinyapat and her relatives, who had been hiding nearby, revealed themselves and apprehended him. To her astonishment, the thief was Mun, her neighbour, who raises fish in the adjacent area, reported KhaoSod. Initially, Mun refused to speak but eventually admitted to stealing the traps and prawns over the past two days. He confessed that he resorted to theft due to his lack of food. Further investigation revealed that Mun had sold some of the stolen prawns to buy alcohol and cover other expenses. The police promptly took Mun into custody to face legal proceedings. Oily trouble: Thieves swipe 330,000 litres from Thai police dock Photo via Facebook/ บิ๊กเกรียน365 Illegal oil smugglers stole three tankers carrying about 330,000 litres of diesel from the Thai Marine Police (TMP) dock in the Sattahip district of Chon Buri on Tuesday night. 22. Illegal oil smugglers stole three tankers carrying about 330,000 litres of diesel from the Thai Marine Police (TMP) dock in the Sattahip district of Chon Buri on Tuesday night. TMP officers filed a complaint with Sattahip Police Station in the early hours of June 12 after three out of five oil tankers disappeared from their parking spots. The relevant authorities attempted to track down the tankers via water and air but were unable to identify their locations. These five oil vessels were seized from an oil smuggling gang on March 19. The ships were parked at the dock, awaiting auction by the Customs Department for the approximately 330,000 litres of diesel in three of the five tankers. Officers believed that each of the oil tankers had a separate owner. While awaiting the auction, TMP officers allowed the owners and their crew to return to each vessel to carry out maintenance, preventing them from sinking. Police officers were assigned to oversee each vessel and ensure their control. According to the TMP, officers were alerted about the strong waves since June 9. The rough waves posed a risk of friction between the tankers and the pier, potentially leading to a spark due to the oil inside the vessels, escalating into a fire or explosion. Leading oil smuggler suspected For safety reasons, an undisclosed police inspector decided to relocate each tanker to anchor in the middle of the sea, approximately 100 meters away from the pier, on June 11. Police officers observed each vessel’s lights being turned on at 8pm and they were switched off around 10pm that night. However, when the police checked the tankers again in the morning, three of them were missing. The estimated damage amounted to about 10 million baht. TMP Commander Prutthipong Nuchanart reported that the theft was suspected to have been carried out by a prominent oil smuggler known as Jo Illegal Oil or Jo Pattani. Prutthipong suspected that the tankers may be in the waters of Thailand’s neighbouring country. The Deputy Commissioner of the Central Investigation Bureau, Jaroonkiat Parnkaew, admitted during an interview with Channel 3 that he was very angry because this theft should not have occurred under the authorities’ noses. Jaroonkiat further explained that arresting illegal oil smugglers proved challenging, and it took a day to transport the oil tankers from the scene of the arrest to the TMP dock. However, the police lost track of them. Jaroonkiat stated that the inspector, along with other officers on patrol duty, must take responsibility for this theft. 24. A thief was apprehended in Songkhla after stealing a sidecar motorcycle, claiming he was too exhausted from walking and saw the vehicle with the key left in the ignition. Police issued a warning to owners about leaving keys in vehicles to prevent such incidents. Today, captured CCTV footage reveals the theft of a Honda sidecar motorcycle in Songkhla on the Airport-Lopburi Ramesuan Road on May 16. The thief drove away on the same road, heading outbound to Hat Yai. The Hat Yai police’s vehicle theft suppression unit announced the capture of the suspect and the successful recovery of the stolen motorcycle. However, the sidecar had been removed. The suspect was identified as 46 year old Kritsada Sakrawi, a Songkhla native. The motorcycle was discovered parked in front of a construction materials company in Hat Yai. A tip-off from a concerned citizen led to the arrest. The individual had noticed a suspicious person and the stolen motorcycle, similar to one reported missing online, parked in front of said construction materials store. When officers investigated, they learned from the store that the vehicle belonged to Kritsada, who had been working there for only two days and was out on a delivery. Officers waited for his return and arrested him. During the interrogation, Kritsada confessed to the theft, stating he had no vehicle and was exhausted from walking, with his feet blistered. On the day of the incident, he saw the motorcycle with the key left in the ignition and decided to steal it. He drove to a friend’s place where they removed the sidecar, and then he rode to work in Hat Yai. Kritsada was subsequently charged with theft and receiving stolen property. Deputy Chief of the vehicle theft suppression unit, Police Lieutenant Anusit Niamklaew emphasised the importance of not leaving keys in vehicles. He warned that doing so makes the vehicle an easy target for thieves, as demonstrated by this case, reported KhaoSod.
