How I read it: Landlords, owners, person in possession of a dwelling or hotel managers who take in a foreigner, who is permitted to stay in the Kingdom temporarily, including foreigners with multiple entry visas and those who have entered on a re-entry permit, notification needs to be done as follows: Immigration needs to be notified within 24 hours of a foreigner moving in. After Immigration has been notified as mentioned above and the foreigner goes to occasionally stay somewhere else overnight and then returns to the same residence within the period of agreement to stay at that residence a new notification is not required. *note, I combined the first and last paragraphs to make it more readable. -
Fellow readers of Thai briefly explain in English the following portion of Section 38. Not a word for word translation just a simple explanation. ข้อ ๒ การแจ้งของเจ้าบ้าน เจ้าของหรือผู้ครอบครองเคหสถาน หรือผู้จัดการโรงแรมซึ่งรับคนต่างด้าวซึ่งได้รับอนุญาตให้อยู่ในราชอาณาจักรเป็นการชั่วคราวเข้าพักอาศย ให้ปฏิบัติดังต่อไปนี้ ข้อ ๒.๑ ให้แจ้งต่อพนักงานเจ้าหน้าที่ ณ ที่ทำการตรวจคนเข้าเมืองซึ่งมีอำนาจการรับผิดชอบในเขตพื้นที่ที่บ้าน เคหสถาน หรือโรงแรมนั้นตั้งอยู่ภายในยี่สิบสี่ชั่วโมงนับแต่วันเวลาที่คนต่างด้าวเข้าพักอาศัย ข้อ ๒.๒ เมื่อเจ้าบ้าน เจ้าของ หรือผู้ครอบครองเคหสถาน หรือผู้จัดการโรงแรม ได้ดำเนินการแจ้งตาม ๒.๑ แล้ว ต่อมาคนต่างด้าวเดินทางไปพักแรมที่อื่นเป็นครั้งคราวและกลับเข้ามาพักอาศัยสถานที่เดิมภายใต้กรอบระยะเวลาการรับเข้าพักอาศัยที่ยังไม่สิ้นสุดลง เจ้าบ้าน เจ้าของหรือผู้ครอบครองเคหสถาน หรือผู้จัดการโรงแรมไม่ต้องแจ้งซ้ำอีก คนต่างด้าวตามความในวรรคหนึ่ง ให้หมายความรวมถึงคนต่างด้าวที่ได้รับการตรวจลงตราชนิดใช้ได้หลายครั้งซึ่งเดินทางออกไปนอกราชอาณาจักรและกลับเข้ามาตามอายุการตรวจลงตรา และคนต่างด้าวที่ได้รับอนุญาตให้กลับเข้ามาอยู่ในราชอาณาจักรอีกตามสิทธิเดิม (Re-entry permit)

Amazing that when I paste that line of Thai text into Google Translate it is word for word the same as your wife's translation. That's very, very unusual for a block of unique Thai text of that length. Unique in the sense that we aren't translating 'Noi went to the market to buy some bananas.' Let's try the English translation in the PDF 'TM30 reporting regulation (Eng)' available for download here at AseanNow. I think its a good translation: 2.2 After a householder, owner or possessor of dwelling place or hotel manager already made a notification according to 2.1, then the alien goes to occasionally stay somewhere else and return to stay at the original place within the notified period of stay tahat has not yet ended, such householder, owner or possessor of dwelling place or hotel manager is not required to make a notification again. That's one paragraph, one sentence and one subject, someone who takes in an alien as a resident making notifications to Immigration. Note how the words in bold all tie together. How can that possibly have anything to do with a permission of stay stamp in your passport? If it had anything to do with permission to stay in the Kingdom it would clearly state that.

And I assume you are returning to a home that your name is somehow tied to via marriage or a condo in your name. Me for example... I returned to Thailand on a re-entry permit. I have continuous permission of stay for 12 years. I checked into Nana Hotel for a two week stay which was reported to immigration within 24 hours. After my two week stay I moved in with girl I met at Nana Plaza. She did not bother to submit a TM30. Now six months later I need to visit immigration for an extension of stay based on my Non-O visa. Now according to you, immigration should not require a new TM30 because the notified period of stay that has not yet ended refers to my ongoing permission of stay (in Thailand) and has nothing to do with Nana Hotel's notification of my period of stay. I'm quite certain Immigration will look at the period of stay notified by Nana Hotel and require a new TM30.

People here have gotten the 'Notified period of stay' part of 2.2 wrong from the beginning, since it was posted here in June 2022. 'Notified period of stay' is the period of stay at a residence and has absolutely nothing to do with a permission of stay stamp in your passport. This is the line that people aren't understanding correctly. It is not complicated Thai: กลับเข้ามาพักอาศัยสถานที่เดิมภายใต้กรอบระยะเวลาการรับเข้าพักอาศัยที่ยังไม่สิ้นสุดลง ChatGPT "Return to stay at the same location within the framework of the ongoing accommodation period that has not yet ended."

But there is one caveat that people always overlook "return to stay at the original place within the notified period of stay that has not yet ended" In my opinion an IO has every right to request confirmation that 'the notified period of stay that has not yet ended' but if you provide confirmation via a new TM30 and it is the same registered address there should not be any fines involved for filing beyond the 24 hour deadline. One scenario would be someone files a TM30 based on a one year lease. That year has past therefore the notified period of stay has ended. Plenty of other possible scenarios too.

I assume you're referring to my post when you say 'he got it wrong.' Note I said 'traditionally in Issahn' and to be clear this applies to rural Issahn. There can be a negotiation for the bride to move in with the grooms family but that requires a higher sinsod and is rarely done, wild guess is less than 10% of the time. My limited understanding for central Thailand is the opposite is true, the bride moves in with the grooms family most of the time. Possibly because of all the Chinese blood. But I never lived there so no personal observations. -

Traditionally in Issahn sinsod is paid by the groom or his family and the groom then moves to the brides home and becomes a laborer for her and her family. I would hardly regard that as selling their daughter or human trafficking. -

I don't see any quotation marks, blame AI reporting not the police. For the record she was found with her hands cuffed behind her back and a motorcycle inner tube wrapped around her neck. The police planned to collect potential DNA evidence that may help identify her killer(s). This took place in Roiet and the girl has been identified by her mother. According to her mother she was actually 24 years old. Discrepancy in reported age 40-50 years old was likely because of the condition of the corpse having been dead at least 48 hours in the heat. -
This ThaiRath clip does a very good job of showing the details. At about 1 minute it shows the woman at her desk then adjusting the camera angle herself. She had made sure all bills were paid, money was set aside for her funeral expenses and the actual Will is in the safe. No one questions that it was a suicide.

In that case you need to get the word out for people to state in the topic title which immigration office they use. The title of this topic "Filling out TM30 after returning from short trip out of country mandatory?" invites folks to report their own experiences and I don't find those posts a "waste of time". My guess is the owners of AN don't view any posts as a waste of time, more traffic more revenue.

I see these threads with often conflicting information regarding TM30 requirements for a specific office like Jomtien. People on long stay visas are not all equal. Some live in a condo registered in their name. Others live in a residence registered to their spouse or sweetheart. Some have a yellow Thabian Bahn. Then there are those that registered TM30 based on a 1 year lease or month to month agreement and others a TM30 from a guest house or visa agent and so on. That rule change a couple of years ago didn't really take into consideration all the different scenarios so I can see why some "rogue" immigration offices would require at least some people to resubmit their TM30s.
