Corruption is at every level and in every office in Thailand. It's perpetuated by those in positions of power who think that their position allows them to reap the rewards of rank or position. Every governor will have fingers in many pies, all giving kick-backs for favourable contracts. Every "Head-man" will also benefit from local contracts as did this evil man who thought he had become untouchable. Eradicate corruption in Thailand... never in a million years, it's foundations are built on corruption, take that away the country would collapse.

It was implemented because Thailand is in the mire and needs funds to help fulfill its campaign promises. However giving free visas to China who are slowly going broke may not solve Sretthas woes.

The whole thing about passenger weight/distribution in the aircraft is total BS Hold luggage is weighed and distributed to help the aircraft trim.. Passengers will still be able to sit where they like.. Unless they are weighed and told which seat to sit in.. which they are not doing.
