From the Link: An eyewitness to the accident, a 62 year old security guard at the hostel who wished to remain anonymous, described the horrific incident. He said he saw Khao Oat playing near his father’s pickup truck before he made the fatal decision to cross the road. A motorcyclist passed by, causing the young boy to pause momentarily. However, as soon as the motorbike was gone, the young boy was hit by the speeding Toyota pickup. Both at fault, and a father who should have been more responsible.

You can only get out what you pay in, if you don't pay into a pension scheme or only pay peanuts expect the same out.. Thailand needs a national pension scheme that is linked to the cost of living, and people have to expect to have to pay a percentage of income into it to get something out later.
