The Time Bank concept requires support external to the community that implements it, internal control systems are required to keep track of everything etc, handling of disputes etc. The idea has been around since the mid 1800's but trying to find an example of where it was put in place and where it is still in play is hard to find. A service based barter system sounds great but human nature gets in the way all the time. -

And it's not even good animation, my eight year old nephew has an iPad app that creates using a similarly style. No expense spared obviously The thing is Songkran makes for some amazing fun filled visuals, sure we know the truth, but for marketing purposes, young'ish soapy randy people spraying water, dancing in the street, cut in some random 2 second hottie shots, makes for a good promo video. Tourists don't really care about the origins & ceremony, they're hot, wet, horny and just want to have fun with water guns. Divert some of that submarine money, hire a pro director and film crew, do it properly. Not this year though, pooch is screwed already. -
This exactly. We had two old units, they had been Frankenstein'ed a few times because the owner at the time was cheap. Decided to get them cleaned, $800 per unit, stripped down and washed. The amount of dirt/dust/grime turned the water black for minutes. Immediate results. The guy said every month use the hose here and here, Bangkok is dirty. No trouble since.
