The answer seems to be that if such guns propel pellets by air (and are thus more powerful) they must be cased in public places and a reason for carrying it is needed whereas there is more leniency for simple spring action ones.

Many things are sold but which are not legal to own without good reasons - police radios, walkie talkie systems, cross bows, switch blade knives, stun guns etc.

Household possession is considered differently than carrying such things also.

How do I get one of those UNHCR letters? And if it had been a slingshot instead all would have been ok?

Those letters, even if real, do not guarantee haven in Thailand and the fact that he tried to run away was what led to further checks whether he had the BB gun or not - or anything else.

Whereas on Monday around 1pm, the queue was 15 people deep just to get in the door and there was a 30 minute wait for the 90 day reporting with all seats full and standing room only for counter 3.
