Singapore awards citizenship and permanent residency based on race in order to maintain a resident population of approximately 75% ethnic Chinese, 15% ethnic Malay, 7% ethnic Indian, and 3% other. So yes, it is easier for Chinese to become permanent residents.

Edit: If Khon Kaen is number 59, the ban is from 12 April to 17 April.

The article is poorly written. Originally, the article did not mention that alcohol sales have been banned between 6pm and 6am (the info is there now).
As for restaurants, you can go inside to place a take away order, but you cannot sit and eat/drink inside the restaurant.
Another news website says that hotels can still offer sit down dining to registered hotel guests only.
