The rules did not change., cannabis was decriminalised for medicinal purposes only....but as usual, this didn't stop Thais opening businesses and selling the drug illegally for non medicinal purposes.

All most every day we see a tourist dying, robbed, mugged by multiple assailants, scammed by tuk tuk/taxi drivers, and let's not forget the average 20,000 annual road deaths, or the travel warnings from multiple governments...yes, you might be safe...many aren't/weren't/ or will be.

Actually, Viet Nam, Philippines, Indonesia, Lao, all ASEAN nations, are as cheap, or cheaper, and more welcoming, than Thailand, I'm not sure about Cambodia, Malaysia or Myanmar.
