If going by bus to Mukdahan, where do you get the bus in Pattaya?

I would strongly avoid taking that Yellow bus from Pattaya unless you want to go on a endless 12-15 hour bus ride detour of Issan making lots of stops along the way as they go to

Avoid going on a Monday to any consulate. I did my Non O couple months ago, went on a Wednesday, only 5 people at the consulate. In and out in 5 minutes.

Avoid SCB and Kasikorn bank. I was told to go to Kgrunsri bank to try to open an account by the staff of Kasikorn in Central Pattaya after being rejected because my visa was a Non O and not Non OA as their policy. Wend next door to Krunsri showed them my passport with my Non O visa, they asked for my Thai drivers license and 20 minutes later I had a savings account with online banking and was out the door. Pretty easy.

I'm down to my last page and a half of my passport and have to do my 90 day Non O visa run in couple weeks. The boarder I use is the Mukdahan, Savannakhet Laos border for a in and out run. Is there any rule, or will I have any issues on using my last passport page for a Lao visa on arrival as I have just enough space for the full page visa sticker page and all the Thai and Lao exit and entry stamps.
