Not the first over the last week.
I got something similar and went in to my SCB branch on Phuket last week to try to sort.
No mention of facial recognition. Bank assistant just said the bank was restricting foreigner transactions to max 50,000 baht per time. Anything more and you would have to call the bank to arrange.
When I said that was not very customer friendly she just shrugged and said new bank policy.
This is her full time job!!
Where else would a 22 year old not very intelligent girl with Autism make upwards of $2M???
And don't give me that "she gives most of it to charity" crap - that is all part of the business model

I have not come across the "No TIN then no money transfer" issue yet ,but more and more international financial institutions are requesting your TIN when dealing with them. There is a global tightening up on tax evasion which I believe will only get tighter and tighter.
I suppose it depends on the complexity of you finances whether you will need one sooner or later.
Get it checked out. I have had two removed and tested and both were cancerous. Made me much more aware of protecting the skin area that seems to be prone and also now get checked every 6 months. 🍻
