Sanook Thai Caption: Urgent action required on drugs Former Thai prime minister and fugitive Thaksin Shinawatra tweeted his sorrow concerning yesterday's shooting and stabbing incident in the NE of Thailand when two dozen young children were killed among 38 people. Thaksin said that the shooting at the pre-school in Nong Bua Lamphu province was such a sad event that should not have happened in Thailand. He condemned the brutality of the attack and expressed his sincere condolences to the relatives of the victims. He called on the government to take decisive action against drugs especially yaba saying that enough was enough. During Thaksin's time there was a so-called "war against drugs", observed Sanook. Narcotics Control Board data between 2002 and 2004 showed that during his tenure as PM drugs cases fell from 200,000 to 35,000. But in 2005 cases doubled and in 2006 increased slightly again. Picture: INN INN reported on the history of Pol Sgt Panya Khamrab who yesterday killed 38 people including himself in the NE of Thailand. He was a drug addict since high school, boasted of having 100 yaba pills, threatened people with guns and refused to do his job. He repeatedly annoyed colleagues and the public with belligerent behavior including shooting while drunk and shooting a dog dead. He said he got yaba from an ex-cop who had also been sacked from the RTP. The media said that Panya became a policeman inn Yannawa, Bangkok, in November 2012 and in June 2019 moved to Na Wang police station in the area of yesterday's shooting and stabbing rampage. When assigned to Na Wang his partner did not come with him. He became thin from repeated drug use. He had a quick temper and was avoided by colleagues. He did not follow the orders of his station chief. In one incident he was ordered to go and protect a branch of the Ormsin Bank but he fell asleep in his vehicle outside the bank instead. When asked by the manager to move because there was an ATM cash delivery he refused and went for his gun to threaten the manager. The manager reported this to his station chief. He then formed a relationship with a karaoke girl called Ying. The bar was closed due to the pandemic. Ying was the girlfriend of a drug suspect who was jailed in Bua Lamphu prison. Panya frequently had loud drinking parties at his police accommodation that annoyed colleagues and the public alike. He would discharge his weapon when drunk and once shot a dog owned by a member of the public. The police managed to keep this quiet so that Panya was not prosecuted. In July 2021 he was found to be drunk at the police station and was the subject of action by the station chief for foul language and assault of colleagues. The current Na Wang chief Pol Col Suwatchai Malithong said that Panya had admitted to drugs use since he was in high school. He had promised to quit and his gun was taken from him. But despite attempts to get him into a police rehab program he continued with drug taking. When Nong Bua Lamphu police got involved in January of this year he reportedly said "I've taken yaba for ages - no one cared when I had 100 pills". He said he got the drugs from a former cop who had been sacked from the force. A Thai criminologist claims that the mass murder at a child care centre in the north-eastern province of Nong Bua Lam Phu yesterday (Thursday) will not be the last of its kind and suggests that it is time for Thai society to rethink the firearm possession and drug abuse problems. This opinion was voiced by Associate Professor Dr.Krisanaphong Poothakool, assistant rector and chair of the Faculty of Criminology and Justice Administration at Rangsit University, during an interview with Thai PBS last night, following the mass shooting and knife attack at a child care centre in the province yesterday, in which 38 people areconfirmed dead, including the perpetrator, his wife and their son. He said that this is the second mass murder in the country, after the one in Nakhon Ratchasima two years ago in which31 people were killed, including the army officer perpetrator. The incident happened in Nam Chiaw sub-district on the Trat to Laem Ngop Road. Nataya, 54, a seamstress, died after both her her legs became detached. Sampao, 74, a Fak Bua sweet seller suffered head and foot injuries and also died at the scene. Taken to hospital with serious head and burn injuries from hot oil was a two year old girl. Many relatives of the deceased arrived and fainted at the scene, reported Daily News. The driver of the BMW 3 Series with Bangkok plates was 62 year old Thongchai. A som tam seller in the area claimed that the BMW was racing with another vehicle and tried to overtake on a bend before swerving to avoid an oncoming vehicle and spinning into the victims by the side of the road. In spite of accelerated inflation in many economies and exchange rate volatility, almost 150 billion baht of foreign investment has flowed into the Thai stock market. Good export sector performance and a gradually recovering tourism scene are cited as having made this possible. SET Senior Executive Vice President Soraphol Tulyasathien explained that the dollar’s appreciation has brought about a continual depreciation of ASEAN region currencies. The Thai baht is no exception. Nonetheless, this has not impacted investments in Thai stocks. Foreign investors had a net purchase of 146 billion baht in the first 9 months of this year. For the 6th month running, foreign investors were the group that contributed the highest trade value. Mr. Soraphol added the stock market benefited from support momentum from industries that were helped by the country’s reopening drive. As of end-November, The SET index stood at 1589.51 and had declined by 3% from the prior month. The decline was in line with other stock exchanges in the ASEAN region. Mr. Soraphol said there is a tendency for stock markets around the world, including Thailand’s, to be volatile during the remainder of the year. This is due to large economies having tweaked their economic and fiscal policies to accommodate risks posed by developments in the world economy. Especially noteworthy are policies to raise interest rates for the purpose of keeping a lid on inflation. Mr. Soraphol said Thailand’s economy will remain in gradual recovery, supported by an export sector that is growing well and the tourism sector. For the latter, the foreign tourist arrivals figure looks set to exceed 10 million this year. Nonetheless, Mr. Soraphol said investors should closely follow news and plan any short-term investments carefully. This is due to the potential for new risk factors coming into play and impacting the money and capital markets during the remainder of this year. It said: "A month ago there was a course at Phlern Pattana school in what to do during an active shooter incident. Many said what was the point, it won't ever happen. Just a month later it has. Such training is needed in all schools" Most netizens agreed that training was needed in schools about what to do in such an eventuality. Staff were warned of an incident via inter class communication over a tannoy system. Doors were locked and pupils were ordered to hide under desks until the all clear was given. Picture: KomChadLuek Police from Thailand's Economic Crime Division arrested a 57 year old British CEO at Suvarnabhumi Airport yesterday. Mark Kirkham had just arrived back in Thailand from Singapore. He was named in a warrant issued by the South Bangkok Court in December of last year for taking part in a swindle involving property and stocks. Many complaints were made to the Securities and Exchange Commission after investors were told they could get returns of 7-11% in a foreign fund. Picture: KomChadLuek They were unable to get their investment back and losses totalled 40 million baht. Mr Kirkham denies everything. He is the CEO of PFS International Consultants based in Bangkok. This company was previously known as Barclay Spencer International, reported KomChadLuek. Police chief confirms assailant had history of drug use The ex-policeman who killed at least 38 people, mostly young children, in a shooting spree in the northeastern province of Nong Bua Lam Phu on Thursday had a history of drug use, according to the national police chief. Pol Gen Damrongsak Kittiprapas confirmed that the assailant responsible for Thailand’s worst mass shooting had been discharged on charges of drug abuse and was due to be sentenced by the court this morning for illegal possession of amphetamine. Picture: Thai Rath The chief of the Royal Thai Police has revealed further details about the police sergeant who killed 38 people including 24 children at a pre-school center in Uthai Sawan, Nong Bua Lamphu, NE Thailand yesterday. Pol Sgt Panya Khamrab shot himself following the gun and knife attack at the center not far from his house, reported Thai Rath. At the scene of the shooting yesterday late afternoon Pol Gen Damrongsak Kittipraphat said that Panya started his police career at Yannawa in Bangkok in 2013. He then went to another station before being assigned to his hometown at Na Wang. The chief of police there in 2019 discovered that Panya was in possession of yaba (meth amphetamine mixed with caffeine) and he was prosecuted for possession. But it was not until January of this year that he was suspended and then sacked in June. He was still using drugs and was due to appear in court again today to hear a verdict. He had probably had a paranoid attack including stress. He used a privately owned and legally registered 9 mm gun. Chief Damrongsak intimated that the police response to the incident was "quite long" and promised an overhaul as to how such incidents are dealt with in the future. The media pressed him on claims that one of the victims was killed because of a personal vendetta, a suggestion to which the chief was non-committal. He said that the victims were still in shock and that further investigations would take place. He described how Panya has indiscriminately attacked victims on his way from the school to his home. Samples of his blood are being tested to determine drug use and his house was being searched as part of the inquiry. The United Nations Children’s Fund (UNICEF) has released a statement, condemning the mass shooting in Thailand’s Nong Bua Lam Phu province earlier today (Thursday), in which 37 people, mostly young children, were killed.
