Good news about digital wallet scheme in April : Srettha
Prime Minister Srettha Thavisin said today that there will be good news about the digital wallet scheme announced on April 10. Chairing a meeting today to discuss the scheme, he said that the board of the digital wallet scheme has scheduled a meeting on April 10 to consider reports related to the scheme, to be presented by the Ministry of Digital Economy and Society regarding the “open loop” technology to be used by financial institutions and business operators involved in the scheme, and the Royal Thai Police regarding legal matters. Srettha said that all the reports will be collated and presented to the cabinet for final approval in April, as he reconfirmed the third quarter timeline, for registration by stores participating in the scheme and eligible members of the public, and the fourth quarter timeline for the disbursement of the money. According to reports, residents submitted video clips to Pattaya City showing the canal’s water full of garbage, polluted water, and dead fish. Some citizens claimed that these toxic substances entered the canal via runoffs from industrial estates close by. In response, Mr. Manoch Nongyai, Deputy Mayor of Pattaya City, led a team to the area on Wednesday, March 27th. They intended to discuss the issue with business operators and find solutions. Pattaya — The wind turbine project to generate renewable power on Koh Larn in Pattaya has reportedly become a waste of resources after critics alleged that the turbines have broken down for a long time and the city lacked enough funding to repair them. The turbine project, located in Khao Nom Sao mountain near Samae Beach, was initiated back in 2006 with a budget of 95 million baht. It aimed to generate electricity through wind and solar power for 489 households (around 3,000 people) on Koh Larn. Managed by Rajamangala University of Technology Thanyaburi, the project promised to save the city from fuel costs and boost tourism. The project involved the construction of a control building, a stingray-shaped tourist attraction building, and 45 wind turbines. The goal was to generate 200 megawatts for the island’s wastewater treatment and lighting systems before feeding the households. However, the project turned sour. Critics said five years after the construction was completed in 2010, the wind turbines ceased functioning and could no longer produce power. Pattaya — A group of Thai people and another group of Chinese tourists reportedly fought over a woman in front of a nightclub in Pattaya on Tuesday night, March 26th. The battle also involved a dramatic car chase, prompting a response from Pattaya authorities. According to the local media, the incident took place during nighttime at the front of a nightclub. Two groups of customers, including Thai people and Chinese tourists, were hanging out in the club, where a birthday party of a Thai woman who was a girlfriend of one of the Thai men was being celebrated. It was understood that the Chinese men began the altercation because one of the Chinese men was also allegedly a “boyfriend” of the Thai man’s girlfriend. The nature of the events leading up to the fight was unclear, but both groups subsequently left the venue and chased each other around in their cars. Pattaya City Registration Office has been forced to slam the brakes on issuing national ID cards to Thai citizens due to a shortage of blank cards. Bunchaya Charoenphot, the astute Manager of the Registration and ID Card Operations Office, revealed that the scarcity of cards from the Provincial Registration Center in Chon Buri province has thrown a wrench into their usual operations. Commencing today, the office will grind to a halt in ID card operations until further notice, leaving citizens in a state of limbo. Despite this setback, other ID card-related services such as applications, certifications, and transactions will continue uninterrupted during the suspension period. Bunchaya lamented the dire situation, highlighting how the equipment shortage has severely hampered the office’s capacity to cater adequately to the public’s needs. Previously capable of processing up to 200 ID card applications daily, the office’s output has been slashed by half due to the shortage, now accommodating a mere 100 applications per day. However, there’s a glimmer of hope for those facing urgent ID-related issues such as expired, lost, or damaged cards, or those in need of name or address changes. The office will still attend to these cases temporarily, reported Pattaya Mail. Desperate citizens are urged to seek further information from the Pattaya City Registration Office during office hours by dialling 038-253133-35 or through the Pattaya Contact Center at 1337. In related news, the Thai government has begun issuing smart ID cards to over 100,000 Buddhist monks across the nation, revealed Puangpet Chunlaiad, a minister in the Prime Minister’s Office. These ID cards contain crucial details about each monk’s history and are linked to the country’s citizenship database managed by the Interior Ministry. This initiative is part of the government’s efforts to enhance the traceability of monks, in response to Police Lieutenant General Sanit Mahathaworn’s concerns. Lisa, born in the Buriram district of Satuk, has been credited with popularising the local delicacy of standing meatball consumption, which has significantly increased sales for the vendors behind Buriram’s train station. The festivities, organised in collaboration with the Buriram Provincial Administrative Organization, the Tourism Authority of Thailand’s Buriram office, the Buriram Tourism Business Association, and other local bodies and enterprises, kicked off with a heartfelt round of Happy Birthday to honour the pop star. A large cake adorned with meatballs was presented, reflecting the unique culinary culture that Lisa has helped to promote. In a move that cements the significance of this local food phenomenon, a ceremony was held declaring March 27 as Buriram Standing Meatball Consumption Day. The initiative not only pays tribute to Lisa’s influence but also aims to boost the local economy by attracting tourists to the region. Officials believe that elevating the event to a national level could significantly contribute to Buriram’s tourism industry. As part of the celebration, the meatball vendors began distributing over 700 kilogrammes of free meatballs from 10am, drawing long lines of fans and residents eager to partake in the festive giveaway. Quick action: Bangkok police recover 70,000 baht for Chinese man
Bangkok police officers demonstrated integrity by successfully recovering 70,000 baht in cash for a Chinese man who had lost his wallet on March 25, highlighting that not all Thai cops are corrupt. The Chinese man, Zhang Wei, rushed to Huay Kwang Police Station after finding himself without a wallet at midnight on March 25. Zhang believed he might have left his wallet containing 70,000 baht in cash in the taxi. Zhang explained that he and some friends took a yellow-green taxi from a restaurant to their condominium on Rama 9 Road but could not remember the registration numbers of the vehicle. Officers from the Huay Kwang Police Station immediately checked security cameras along the route and managed to identify the taxi driver who served the Chinese victim and his friends. The taxi driver was summoned to the police station but insisted that there was nothing left in his car. Officers were not convinced but rechecked the CCTV footage until they found that Zhang dropped his wallet on the road when getting out of the taxi. The footage showed a Thai person finding the wallet and putting it in his pocket. Officers then contacted the person and asked him to return the wallet. The person reportedly intended to return the wallet to its rightful owner, leaving all the money untouched. Zhang praised the speed of the police operation and thanked the officers for recovering the full amount of his money. A similar successful operation by Thai police was reported earlier this month in Samut Prakarn province, near Bangkok. In this case, officers from the Bang Phli Police Station quickly arrested a Thai man who stole a handbag containing 25,000 baht in cash and other important documents from a Chinese woman. The woman was very pleased with the quick operation and promised to share with her friends in China about her good experience in Thailand. However, a Thai-Norwegian couple were not as lucky as the two Chinese tourists. The couple fell victim to pickpockets outside a shopping mall in Bangkok. They lost 30,000 baht in cash and a mobile phone to the gang but the police did not take their case seriously. The court ruled that there was no evidence whatsoever to suggest that Khunying Porntip or the nine co-defendants were involved in malpractice or sought ill-gotten gains from the deal, as charged by the NACC. In her “X” and Facebook posts, after being acquitted, Khunying wrote that, today, we have finally been cleared of wrongdoing. “Throughout the past 14 years, there were attempts to communicate and to create negative news claiming that I and the Central Institute of Forensic Science were the cause of the procurement deal and damage, despite the fact that several other security agencies also made procurements of the same device,” she wrote. JAKRAPOB PENKAIR, former minister attached to the Prime Minister’s Office, is coming back tomorrow (Mar. 28) after 15 years in self-exile abroad. The outspoken Jakrapob posted on his Facebook page today to say he is returning home tomorrow but it remains to be seen whether he will be immediately arrested on charge of breaking the draconian lese majeste law, also known as Section 112 of the Criminal Code, among other possible lawsuits. Nevertheless, Jakrapob could probably rest assured of being saved from being literally put behind bars upon his homecoming tomorrow, given last year’s precedent in which de facto Pheu Thai boss-cum-convict on parole Thaksin Shinawatra had managed to practically keep himself from jail, according to a partisan source. Thaksin who has been also accused of violating the lese majeste law by making contentious verbal statements during an interview with a South Korean news agency in Seoul in 2015 is scheduled for Apr. 10 to hear a court ruling on his case. British Ambassador on same-sex marriage in the UK and gender equality in Thailand
As the Thai parliament passed the second and third readings of the marriage equality bill on March 27th, the tenth anniversary of legalised same-sex marriage in the UK was reached. The British Ambassador to Thailand, Mark Gooding, along with his husband, Dr. Christopher McCormick, took this opportunity to reflect on the UK’s road to achieving gender equality and LGBT+ rights, while also expressing hope for Thailand in becoming the first Southeast Asian country to legalise same-sex marriage. “It is the 10th anniversary of the first same-sex weddings in the UK, but I think it also marks decades of progress in the UK on LGBTQ+ rights, including the decriminalisation of homosexuality in the 1960s, gay adoption, equalisation of the age of consent and the Civil Partnership Act, which took effect in 2005 in the UK,” Mark explains. The same-sex marriage law in England and Wales passed in July 2013, but took effect on March 13th, 2014. Consequently, the first same-sex weddings took place on March 29th, 2014. The same law in Scotland passed in February of the same year and took effect in December 2014. Northern Ireland was the last part of the UK to legalise same-sex marriage in July 2019, which took effect on January 13th, 2020. In fact, Mark and Chris were among the very first couples in the UK to register a civil partnership. While they have been posted to several countries before Thailand, including Sri Lanka, China and Cambodia, they say they have never experienced difficulties living as a gay couple outside of the UK. They have been warmly welcomed, especially in Thailand. “I have to say that, here in Thailand, Chris and I have had a very positive experience,” Mark explains. “We’ve been coming to Thailand for many years, both for holidays and for work trips, and we’ve been welcomed strongly. So, we find Thailand to be a very inclusive and diverse society.” “I think the fact that we have been so warmly welcomed really speaks very highly to the inclusive nature of Thai society,” said Chris. “It has been a very positive experience for us being here, but also, in other postings, we’ve been warmly received and we got to know people of all different cultures and identities. It’s been a chance for us to grow and learn about how people express their identities in different parts of the world and that’s a really good education for us as well.” Ever since the UK legalised same-sex marriage, one significant change he noticed was the perception of equal marriage, before and after the legislation. Citing poll results, he said that in 2010 and 2011, before same-sex marriage was legal, only 40% of the British people supported equal marriage, but since the law was enacted, the number had doubled to 80% by 2023, indicating that British people have generally embraced the change. “Social views have actually moved very, very quickly and you see the same happening in many countries,” said Mark. “I think that’s a good thing. Bipartisan cooperation heralded. Move Forward Party takes centre stage. A rare moment of cross-party political success and progress. Thailand’s lower house on Wednesday finalised a gay marriage law which now goes to the Senate. Members of the House Committee in Parliament celebrated as did leading political figures. The new law is part of a trio of measures centred on human rights for all Thai people. These are being pushed by the government of Prime Minister Srettha Thavisin. At length, they include a new gender identity law and quite significantly, a law to legalise prostitution in the country. On Wednesday afternoon in Bangkok, top political leaders congratulated each other. It came after the kingdom’s lower house passed a gay marriage provision. Those leading the applause included Paetongtarn Shinawatra, the leader of the Pheu Thai Party and Thanathorn Juangroongruangkit, the leader of the Progressive movement. In parliament itself, the Equal Marriage Committee celebrated the bill’s passage. Its members emphasised it was a historic day for all Thai people. Thailand has taken a monumental leap forward in the quest for marriage equality, with the House of Representatives approving a same-sex marriage bill on its final reading. The bill, backed by all significant political parties, secured a resounding victory with 400 of the 415 members present voting in favour. A mere 10 representatives opposed the motion. Danuphorn Punnakanta, a Pheu Thai list MP and the chairman of the parliamentary committee on the draft bill expressed the sentiment behind the bill. “We did this for all Thai people to reduce disparity in society and start creating equality.” Danuphorn further explained that the legislation guarantees equal legal rights and benefits for same-sex couples, akin to those enjoyed by heterosexual couples. These rights encompass government-endorsed medical treatment, tax deductions, approval rights for spouse’s medical treatment, asset management and inheritance, child adoption, and funeral organising rights for spouses. The next step sees the bill presented before the Senate for deliberation, slated for April 1, 2 and 9, according to Senate Chief Whip Kamnoon Sidhisamarn. He added that a Senate committee would review the bill during the parliamentary session break and return it to the Senate for a final vote before the installation of new senators. The current term of the 250 appointed senators concludes on May 11, but they will continue until the new 200-member Senate, indirectly elected, assumes office. With this bill, Thailand fortifies its reputation as one of Asia’s most liberal societies regarding lesbian, gay, bisexual, and transgender issues. This openness coexists with traditional, conservative Buddhist values, making Thailand an attractive destination for same-sex couples and LGBTQ+ travellers. Third Asian country The bill is expected to come into effect within 120 days of receiving royal assent. Once this happens, Thailand will join Taiwan and Nepal as the only places in Asia to legalise same-sex unions. The journey towards this legislation has spanned more than ten years, with political upheaval and disagreements over the bill’s contents causing delays. The Constitutional Court, however, ruled in 2020 that the current marriage law, recognising only heterosexual couples, was constitutional. The court recommended expanding legislation to ensure the rights of other genders, reported Bangkok Post. Parliament reviewed four draft bills on same-sex marriage in December, consolidating them into a single draft.
