Phuket ramps up tourist security measures ahead of visa-free travel by Mitch Connor Picture courtesy of PR Phuket The national commander of the Tourist Police, Police Lieutenant General Saksira Phueakam, and Police Major General Manat Sriwongsa, Deputy Commander of the Immigration Bureau, arrived in Phuket yesterday in a bid to enhance the safety and convenience for tourists visiting the popular holiday destination. The visit saw them accompanied by Police Major General Phopphon Chakkaphak, Commander of Tourist Police Division 3. The high-ranking officials were in town to strategise and implement measures aimed at boosting confidence among tourists and preserving the integrity of Thailand’s booming tourism industry. Pol. Lt. Gen. Saksira explained that the national police commander, Police General Torsak Sukwimol, recently convened a meeting with top-ranking officers from the Tourist Police and the Immigration Bureau. The discussion centred on measures to ensure the safety of the increasing number of tourists visiting Thailand, especially in light of the recent implementation of visa-free measures by the government. Phuket alone is set to welcome over a million foreign visitors in 2024, according to Pol. Lt. Gen. Saksira. In response, Pol. Gen. Torsak has stressed the need for collective action among all police units to prevent and suppress any illegal activities perpetrated by foreigners in the country. Singaporean motorist lashes out at Thai police officer over fine
A Singaporean man attacked a Thai police officer after he was fined for riding a motorcycle without a license and a helmet in Phuket. The incident occurred when traffic officers from the Cherng Talay Police Station stopped the Singaporean man, 37 year old Lim Jia Jie, at the Cherng Talay Intersection checkpoint on March 13. Lim was riding a motorcycle without a helmet and failed to present his license to the officers. As per local traffic laws, Lim was required to pay a fine for his violations. The amount of the fine was not revealed. According to the law, Lim should face a fine of up to 2,000 baht for failing to wear a helmet and up to 1,000 baht for riding without a licence. Lim flung the money at Police Corporal Siriphet Katemun, who was issuing the fine. Following this, the police requested Lim to leave the police station, further fuelling his anger. In a fit of rage, Lim proceeded to strike Siriphet on the head before other officers intervened to restrain him. Fortunately, Siriphet suffered only a minor injury. Lim faced additional charges for his violent actions including: Section 138 of the Criminal Law: attacking or obstructing an officer who is on duty. The penalty is imprisonment of up to one year, a fine of up to 20,000 baht, or both. Section 136 of the Criminal Law: insulting an officer who is on duty. The penalty is imprisonment of up to one year, a fine of up to 20,000 baht, or both. A similar assault against a Thai police officer was reported in August last year when a Chinese man tried to hit a Thai tourist police officer with a skateboard. Following an airline’s refusal to allow him to board, the Chinese man attempted an attack. The airline captain barred him from the flight due to his potentially disruptive behaviour, which posed a risk to other passengers. The accused foreigner already left Thailand on March 12. A 34 year old Thai man, Burin, filed a report on the missing Russian man, 42 year old Artur Mkhitarian, at Chalong Police Station yesterday, March 13. Burin explained that Mkhitarian was a customer of his car rental shop. Burin said Mkhitaryan’s girlfriend asked him to track the car’s GPS because she lost contact with her boyfriend on March 11. Burin went on to explain that he discovered the car parked outside a house in the Chalong sub-district of Mueang district, Phuket, and promptly investigated the scene. Finding no occupants within the house, which was secured from the inside, and suspecting foul play, Burin promptly notified the police of the situation. Officers broke into the house and found that it had been converted into a cannabis farm. Further investigation inside the house led to the discovery of Mkhitaryan’s dead body. He was found lying in a pool of his blood and bearing several wounds to his neck and body. Police believed that he died at least 12 hours before his discovery. Evidence of a struggle was found inside the house, with cannabis plants scattered on the ground. Mkhitaryan’s body was taken to Vachira Phuket Hospital for autopsy, and his death was reported to the Russian embassy. According to the police report, the house was rented by a Thai woman who had a Tajik boyfriend, suspected to be the murderer. Police revealed that the Tajik man had previously operated a travel agency from the premises before converting it into a ganja farm. Police told MGR Online that many foreigners came to the house to purchase cannabis. It remains unclear whether Mkhitarian was a buyer or a business partner of the Tajik man. The Tajik suspect reportedly left Thailand on March 12. His Thai girlfriend, who leased the property, is due to be summoned for questioning shortly. The President of the Patong Entertainment Business Association has responded to online claims that businesses are refusing to serve Thai people. Weerawit Kreuasombat, without denying the incident, said the “issue isn’t widespread”, saying operators who refuse to serve Thais will usually have a valid reason for doing so (without specifying what that ‘reason’ would be). According to a Phuket News report, Weerawit says the accusations circulating online are negatively affecting Patong’s tourism reputation. He adds that most businesses in the area are “ready and willing to serve all customers, whether Thai or foreign nationals”. He said that there are nearly 200 entertainment venues on Soi Bangla, and more than 300 in total throughout Patong. Researchers have identified a new species of scorpion in Kaeng Krachan National Park in Phetchaburi. The find was made by a team which included Mr. Wasin Nawanetiwong, a student from the Department of Biology at the Faculty of Science, Chulalongkorn University, under the guidance of Assoc. Prof. Dr. Nattapoj Vajarasathira. The newly discovered species, named Scorpiops (Euscorpiops) krachan in honor of its type locality, was uncovered during a wildlife survey conducted in November 2022. The research findings were published on March 6 in the peer-reviewed journal ZooKeys, detailing the characteristics and habitat of the Kaeng Krachan scorpion. Chiang Mai authorities have taken swift action against forest arson, resulting in the arrest and fining of a perpetrator following a tip-off from a vigilant citizen. Yesterday, March 13, a man was spotted igniting a fire within the protected forest area of Ban Pang Keut, Mae Taeng district in Chiang Mai. The deputy governor personally delivered a cash reward to the informant whose alert led to the apprehension. During a joint operation to extinguish the flames involving forest rangers, local firefighters, and community leaders, the suspect was seen setting fire to the forest. Upon noticing the officials, the arsonist brandished a knife and fled the scene. However, the village head of Ban Pang Keut, Moo 16, managed to photograph the arsonist and his motorcycle, which aided the police and forest protection officials in tracking down and arresting the suspect at his home. The accused, 28 year old Wichai, from house number 9809 in Moo 16 of the Mae Taeng district, was found with three lighters (pink, blue, and green). He confessed to the crime, and the head of the forest protection unit informed him of the charges. He faced two legal violations: one under the Forest Act for clearing or burning forest land and another under the National Park, Wildlife and Plant Conservation Act for damaging the state of a national reserve forest. Wichai admitted to all charges, with the village head of Ban Pang Keut confirming his identity and assisting in the arrest, reported KhaoSod. The governor of Chiang Mai, through his deputy, rewarded the informant with 10,000 baht (US$280) for providing the information that led to the successful capture of the forest arsonist. This incentive is part of a broader strategy to prevent forest fires by offering cash rewards for tips leading to the arrest of individuals involved in such illegal activities within the Mae Taeng district. A Thai restaurant owner in Malaysia revealed that a Thai woman, who disappeared on March 8, has been arrested by Malaysian police. She is reportedly safe but will be unable to contact her family until her interrogation is complete. The missing Thai woman, 26 year old Chutimon “Care” Jantawisai, travelled from her home province, Loei, in Isaan to work at a karaoke bar in the central province of Kanchanaburi. However, she lost contact with her family following a phone argument with her boyfriend on March 8. The Narathiwat Provincial Immigration Office in the southern province of Narathiwat later reported that Care left Thailand for Malaysia via the Su-ngai Kolok border checkpoint at about 2.30pm on February 28. She had a tourist visa and was allowed to stay in the country for 30 days. According to the record of the immigration office, Care travelled to Malaysia twice at the end of last year and stayed about 10 to 20 days each time before returning to Thailand. Officers anticipated that she might have a friend in the country. The President of the Kanchanaburi Rescue Foundation, Kwanchai Tirasin, told ThaiRath yesterday, March 13, that he received information about Care from a Thai man named Yot. Yot told Kwanchai that he owned a restaurant in the Kuala Lumpur City of Malaysia and knew Care. According to Yot, Care was arrested in the city of Kuantan, and she sought assistance from Yot by calling him via Facebook Messenger. Yot said Care’s mobile phone and other belongings would be confiscated under the local law of the country, so was unable to contact her family. Yot did not reveal what the crime Care was arrested for but stated that the questioning and investigation would take about two weeks before the authorities would grant bail. Yot assured Care’s family that she was now safe. It is suspected that Care may have entered Malaysia and attempted to work there without permission. ORIGINAL STORY: Loei woman vanishes after job switch to Kanchanaburi A young woman from Loei province has been reported missing since March 8, after she left for work and subsequently lost contact with her family. The 26 year old, known as Care, was initially headed to Samut Prakan to work as a PR at a karaoke bar but then decided to take a job in Kanchanaburi instead, a decision that has led to a concerning disappearance. Care’s family has been unable to reach her, prompting them to seek assistance. Kwanchai Thirasilp, a member of the Kanchanaburi Rescue Foundation, unveiled a detailed timeline of events on Facebook, tracing Care’s last known movements to gather information that might lead to her whereabouts. On February 27, Care informed her family that she would work in Samut Prakan and booked a bus ticket from Loei, which was scheduled to pick her up around 9pm. During the journey, she messaged a friend, revealing her change of plans to work in Kanchanaburi instead. She arrived at the Mo Chit bus terminal on the morning of February 28. Upon reaching Mo Chit, Care immediately took a van to Kanchanaburi. She told her family she would be working as a PR at an unnamed karaoke bar in the province. Between March 1 and March 8, she frequently called home to speak with her young child and her boyfriend in Loei. However, on March 8, Care had an argument with her boyfriend over the phone, and after 6pm that day, all communication ceased. Her family and mother repeatedly attempted to contact her through calls and Facebook, to no avail, and there has been no activity on her Facebook account, which is unusual for her, reported KhaoSod. The Kanchanaburi Rescue Foundation has made an urgent appeal for any information regarding Care’s disappearance. The family, deeply concerned and distressed, implores Care to contact them immediately if she sees the information. High temperatures and scattered thunderstorms are expected to affect at least 12 provinces, with a 20% chance of heavy rainfall in some areas, including Bangkok. Additionally, the south faces high waves today, March 14, as easterly and southeasterly winds prevail over the Gulf of Thailand and the Andaman Sea. Today’s weather forecast from the TMD indicates a low-pressure area caused by intense heat covering upper Thailand. This condition brings scorching weather and scattered clouds during the day across the mentioned region. While the heat persists, southerly and southeasterly winds are bringing moisture from the Gulf of Thailand and the South China Sea to the northeastern and eastern parts of the country. This influx of moisture is expected to result in thunderstorms in some areas. The public is advised to take care of their health due to the hot weather conditions. Over the next seven days, forecasts predict continued heatwaves interspersed with severe storms, hail, and strong winds. The easterly and southeasterly winds are also responsible for covering the Gulf of Thailand, the southern region, and the Andaman Sea, leading to thunderstorms in some southern areas. However, the wind strength over the Gulf of Thailand and the Andaman Sea is weak, with waves averaging around 1 metre high but increasing to over 1 metre in storm-affected areas. During this period, the northern, northeastern, and upper central regions of Thailand are experiencing moderate to high levels of dust and smoke accumulation due to weak winds and poor air circulation. The weather forecast for Thailand from 6am today to 6am tomorrow predicts hot weather with scattered clouds during the day for the northern region, with minimum temperatures ranging from 17 to 24 degrees Celsius and maximum temperatures hitting 37 to 39 degrees Celsius. Winds from the southwest are expected to move at speeds of 5 to 15 kilometres per hour. The northeastern region is also bracing for hot weather with scattered clouds and a 20% chance of thunderstorms, particularly in the provinces of Kalasin, Mukdahan, Roi Et, Yasothon, Amnat Charoen, Si Sa Ket, and Ubon Ratchathani. Minimum temperatures in this region are projected to be 23 to 25 degrees Celsius, with maximum temperatures reaching 37 to 38 degrees Celsius, accompanied by southerly winds travelling at 10 to 20 kilometres per hour. For the central region, hot weather with scattered clouds is anticipated during the day, with temperatures ranging from 23 to 26 degrees Celsius at their lowest and peaking at 37 to 39 degrees Celsius. Southwest winds are forecast to move at 10 to 20 kilometres per hour. The eastern region expects a 10% chance of thunderstorms, particularly in Prachin Buri, Sa Kaeo, Rayong, and Chanthaburi, with minimum temperatures of 24 to 27 degrees Celsius and maximum temperatures of 33 to 36 degrees Celsius. Southeast winds may reach speeds of 15 to 30 kilometres per hour, with sea waves averaging around 1 metre high but increasing beyond 1 metre in storm-prone areas. Temperature rises The southern region (east coast) is likely to experience hot daytime weather with sporadic light rain, with minimum temperatures of 22 to 24 degrees Celsius and maximum temperatures of 34 to 38 degrees Celsius. Southeast winds are predicted to travel at 15 to 30 kilometres per hour, with sea waves around 1 metre high and exceeding 1 metre during thunderstorms. The west coast of the south also anticipates hot daytime weather with some light rain, with temperatures varying from 23 to 25 degrees Celsius at the lowest and reaching 35 to 38 degrees Celsius at the highest. East winds are expected to move at 15 to 30 kilometres per hour, with similar sea conditions to the east coast, reported KhaoSod. Bangkok and its vicinity can expect hot weather with scattered clouds and a 10% chance of thunderstorms, with minimum temperatures of 25 to 28 degrees Celsius and maximum temperatures of 34 to 37 degrees Celsius. Family feud over 700 baht allowance leads to shooting in Pattalung
A family dispute over a modest elderly allowance of 700 baht escalated to a violent episode in Pattalung, with a 42 year old man, Tanadol, shooting his 39 year old brother-in-law, Phanasut, twice. Following the incident, Tanadol fled the scene but later surrendered to the police, confessing that the shooting was prompted by a fit of rage caused by the withholding of the allowance meant for their father’s care. The confrontation occurred outside a residence in Tambon Tamnan, Pattalung province, in the evening. The subsequent manhunt came to a close when Tanadol turned himself in to the police at the Mueang Pattalung police station shortly before 10pm yesterday. According to preliminary investigations, the argument began when Tanadol requested the elderly allowance card from his sister, Beer, to withdraw funds for their father’s hospital expenses. Beer’s refusal to hand over the card led to a heated argument, which escalated as Tanadol damaged Beer’s motorcycle. Amidst the conflict, the village headman, Mongkol, intervened, persuading Tanadol to face the charges. However, when Tanadol asked Beer to retract her complaint, Phanasut, Beer’s husband, refused to comply, resulting in Tanadol shooting Phanasut, reported Bangkok Post. Tanadol now faces multiple charges, including attempted murder, illegal possession of a firearm, and carrying a firearm in public without a proper cause. As for Phanasut, he is safely recovering in Pattalung Hospital from the injuries sustained in the shooting. In related news, a tragic family dispute over a 10-acre land inheritance turned deadly when a 19 year old man shot and killed his 57 year old uncle at their home. The conflict, simmering for six years and previously brought before the courts, culminated in a fatal confrontation prompted by a parking issue.
