As far as I know you should be able to apply based on your uk license (I did this), this will give you a 2 year Thai license (will get longer on each extension). Otherwise you can always contact your embassy to get an international license.

The reason is lack of skills on the side of the developers under their employment. If they use text they need a developer to manually update everything every time the content changes because they can't develop a proper content management system. They could use existing systems that are open source but I guess the business doesn't want that.

I am in a nice queue to get the international covid cert (been in the queue for more than a month) in January, guess I won't need it anymore...

I am curious about one thing, it's returning to Thailand. Just wondering if you know any extra information about the 21 day requirement to skip quarantine, can it be skipped if you originally travelled out from the Thailand? How do they check if you stayed 21 days in the country from where you travelled to Thailand? Since I am working here the 21 day requirement would still make it impossible for me to visit my home country. I can spend 14 days at the most.
