You are correct. Large numbers are using the 40% discount scheme.

I would suggest that neither Pinocchio or a nut in charge are regulars on the Golf Course. 

I have never believed the WHO figures for China, and I have never ever believed the numbers in Thailand , especially with a nut in charge. They are inversely proportional to the TAT calculator.
