This is Thailand and weather like this is frequent, buildings are generally built to withstand this weather.
Only thing i don't know is how long the structure was there for like how many years, generally if its old its built well with good materials however if its a new or recent build that's another story substandard building materials can be used.
RIP to all that have passed away this is truly shocking
