  1. A cheap UPS will probably not work for a fan, as its output is more like a square wave. It's 'good enough' for stuff with power supplies, but fans will start making a nice racket.

     

    You will need a UPS with sine wave output (or close to it) to work. 

     

    Here is one, they're not cheap though. Maybe better to have a cheap ups, your laptop or a phone charger and a couple USB fans.

  2. It looks like maybe one trace (upper right) is ripped, but nothing that can't be salvaged.

    This is actually one of the larger SMD parts, quite easy to solder, and a piece of wire wrap wire (anyone remember that) can be used to fix the trace to the next via.

     

    There used to be people with very decent equipment in the cellar at Zeer Rangsit you can give a try, not sure if they're still there though.

     

    Otherwise any soldering iron will suffice (if it hasn't got a blowtorch heating it)
