I don't think the "government" will allow private hospitals to receive and administer Moderna before them. It might only be a few days but the regime can't be shown to be outperformed by private industry.

I just wish someone would come up with one, single denominator... is it 50 mm people? or is it ~ 72 mm people (entire population incl foreigners and stateless)? And what constitutes "fully vaccinated"? Two doses of something/anything? Or is a third shot required for some/many/all?
