Apparently, if the building has less than four bedrooms and can occupy a maximum of 20 people, a hotel licence is exempted. The district office is the place to apply.

I didn't say that I'd be demanding PR, I referred to the IB issuing certificates of residency. No need to post the result, everyone knows that it will be successful because that's one of the things they do.
