They have already taken 40$ from my card - applicaiton is still in process

I applied online for tourist visa from LA . The visa application still asking for ticket , 100k insurance, ASQ . and I did not submit these document but I paid the 40$ . any idea if I must have air ticket, insurance and ASQ for getting a tourist visa now ? Thank you.

do the thai immigration do the visa stamp when we arrive in thailand airport immigration ( or no more visa stamp) ?
