If you kick a woman, the woman is the victim. If you bite a Thai, the Thai is the victim. If you slap songkran revellers, security guards and taxi drivers then they are the victim. If you molest a young student as their teacher the kid is the victim. If you push a woman off a balcony then the woman is the victim. If you run over a Thai and run off then the Thai is the victim. It isnt my idea, it is just the way the law has evolved. One of the worst aspects of all these assaults by the Brits is the endless victim blaming. The Brits in Thailand are a higher quality than the Brit tourists in Spain generally. The Spainiards have had to put up with a lot and are quite jaded as a result.
