The IDF can easily claim that due to numerous previous instances of Hamas dressing up as medics and using ambulances for transport , the IDF had suspicions that these palestinians dressed up as medics in ambulances could well be Hamas . The IDF can say that they were targeting people whom they thought to have been the Hamas enemy and they weren't deliberately targeting medics .
