Reverse osmosis filters are usually slow. I would be very skeptical of one where the water comes out fast. I would bet the filter was removed. Bottled water or boiled tap water is much safer.

Personally, I hate travel packages. There is nothing worse than getting off a long flight and then having to wait an hour at the airport for everyone else on your package tour to clear customs before you can get on your bus transfer. Then when you arrive at the hotel, the whole bus gets off and it takes forever to checkin. No thanks.

Similar systems are already implemented in many, many countries. Usually the airline will remind you--often before checkin via email, during checkin, and on the flight. If you still forget, there are usually giant signs to remind you before you get in the immigration line. If you didn't complete the form by then, just scan a QR code and it takes a minute or two to complete. It's really not any more complicated than filling out a paper form.
