I understand the rationale in keeping within the letter of the law here, although I am sure there was a very good economical and operatational purpose to hire them. Police should then be called in only to investigate those accounts that show unusual money movements. The BoT should be overseeing this and the police should be restricted to specific account investigation only.

That's exactly how I interpreted as well, although they threw in a few references to make the whole thing confusing. The goal seems to attract overseas money held by Thai nationals back into Thailand. It appears that they can bring it over tax free until the end of 2026. I read the article as stipulating Thai Nationals being able to do that... But it did get more confusing as the article went on...
