No, Israel have total control if they can leave or not. To leave via Israel-controlled crossings, Gazans need exit permits issued by Israeli authorities. Only certain categories are considered: serious medical cases, sometimes students, aid workers, foreign nationals, etc. Most people fall outside these categories.
