Obviously, the point of the article was to counter the belief that because a certain section of the US had an unusually cold winter, that means the winter in the US on the whole was colder than usual. When in fact it was the second warmest winter for the US on record. Anthropogenic climate change denialist, use partial data all the time to counter the scientific evidence that Earth's atmosphere is warming. Of course, even this report is partial since it only includes the US. The article did note that lots of warm temperature records were set in the USA but no cold ones. In fact, worldwide warm temperature records are being set at a pace that far outstrips cold ones. If the global climate system was stable, this shouldn't be the case.

In fact, the Trump administration line of defense is unreasonably claiming their actions don't. Among other things, Trump has specified that Iran must unconditionally surrender. Trump has actually said the US must have a role in choosing a new leader of Iran.
