This is not unlike the situation in many other countries, deaths in nursing homes, deaths at home etc being under-reported or reported late.
The ONS in the UK recently revised their figures and acknowledge that deaths outside hospital will take a longer period to report.

Whatever, but I don't think friends and relatives are classed as medical personnel.

Checkpoints are all still in place, they are located just off the highways on roads that lead to villages. Temp check, hand sanitisers and questions regarding your travel.
On the subject of Sonhkran, there have been very few returness to the area and no sign of water play.

I live in a small village in Isaan, the healthcare volunteers, around 8 of them, do an excellent job. They have monitored the returnees, myself included, twice a day during the 14 day self-isolation period. They have made cloth masks, distributed hand sanitiser and offered advice and support.
A checkpoint was ordered by the Tambon Admin, this is staffed by healthcare volunteers 24/7.
Without the volunteer network in my opinion things would be a lot worse.

I never understand why people/organisations set themselves up for a potential fall in this way.
What is wrong with "to reduce/to minimise the likelihood/risk of virus transmission etc"
There are no guarantees in the current situation.
