    Penang was issuing the multiple entry non-o visa for being the parent of a Thai if you had proof of 400k baht in a bank or proof of 40k baht income.

    So now my friend got the Non O from the embassy in Rome so can he renew it at neighboring country as he does not want to show the money

    You can use any translation service and then have the translation certified by the Department of Consular Affairs of the MFA in Bangkok. Most translation service can do the certification for you for a additional fee.

    I know few Dutch people, none were registered there, who had to go from offshore work first to the Netherlands to pick up a visa and then were able to return to Thailand. Before covid, most did visa exempt entries.

    It works but the applicant has to be in the Netherlands and attach the exit stamp as well
