I have color vision issues. I can not see the numbers in the little circles. Is the color vision test the standard Ishihara Test for Color Blindness? What is my option if I can not pass?

Guess you can get an extra 512 kbps but not much more before the noise margin drops too low.

The uncomfortable truth is that many MANY Thai girls' prices are low. How do you know this? Have they stated that? I cannot believe they would get away with that. I know they have a smartadsl home package that does that during peak times but didnt think the other pacakges did that.

I think its from 8am -> 7pm on weekdays that its throttled... Put a bandwidth monitor on the line and you will see your throughput tick over like clockwork at these hours

If they are actually doing that and not stating so then in my mind that is a total breach of contract.

Now I am in a dilemma which provider for reliable 4096/512 24 hours a day!

The SME package would be ok @ b7k per month.. You probably get a pretty consistent 3Mbit's, as for using home packages, forget about it...
