From what I can see it is all supposition. Nothing at all there to suggest the drivers of this pickup are the owners of the dog. All they saw was a dog running down the road possibly chasing a specific vehicle. There could be any number of reasons for that happening, indeed you can see dogs running around in the roads all over Thailand.
More is the pity it didn't get run over by the pickup before it causes an accident, dogs like that are a danger to road users, particularly motorcyclists.
Clearly you are in need of a visit to the opticians, look at the video the dog is not aggressively attacking the pickup, but calmly following after it, anybody with half a brain can see that.

Keep reading on here about service at government hospitals, and a few members always saying go private.
Last few days things not going too good, leaking urine, so off we go to the local hospital.
Got there busy very busy, oh s++t going to have to wait, after about 15 minutes i get wheeled into ER room, catheter changed, urine sample taken, sent for testing.Now we wait, had to wait a whole 2 hours (shocking
)results back, see doctor, you have a urinary tract infection.
You stay here? Noway i want to go home, ok i give you antibiotics to help, come back 7 days check urine again.
Wife goes to pharmacy, accounts office, shockingly massive bill ( how can we pay that?) a WHOPPING 320 BAHT.????
So all you members thinking about what hospital to use, nothing wrong with governments hospitals.

As many members on here know after the murder across from us we got a dog ( breed unknown).
Now she is kept chained at night, for her own safety ( neighbour loves poisoning dogs).
Daytime she runs around , she cannot get out, other dogs cannot get in, never makes a mess, goes into the lime tree area to do her business.
As i am typing this, she is lying at the side of my wheelchair, follows me around, does exactly as she is told, yet she will not listen/ obey when my wifes speaks to her ( something which i find hilarious ).
Now after having her here a few months i would hate to lose her, damn good company for me when my wife is at work.
Looking at the video clip, that poor abandoned dog just as faithful/ loving as my dog.

This story is utter BS, why would the taxi driver ( who was named) contact the airport for help and not the hotel.
As has already been pointed out, who would risk confiscation by carrying such a large amount of cash.
Also Scandinavian countries are almost cashless, so why would a conveniently unnamed Danish man carry that large amount.
Surely before coming up with these c++p made up events, the clowns would make sure to get things correct first.

Well they have to try something to keep Thai post afloat, deliveries are a joke.
Kerry are knocking spots off them at that.
Last week we got mail delivered, several items 1 of them had been in circulation for over 5 weeks.
The local postman here delivers all the months mail together on the same day.
Oh sorry Mr Somchai that bank deposit you made last month should arrive shortly.

If the hospital has an international desk speak with them, they should be fully aware of the requirements needed for immigration.

OP just ask the doctor for a certificate stating your situation/condition, then take it, or get someone to take it to immigration, you can get a 90 day medical extension for 1900 baht.
Your point about doctors limited English is confusing, as every doctor here can and does speak English.
Some times doctors let you think they have little English skills, as they are shy about it, scared of making a mistake.
