I would like to leave Thailand occasionally to explore the neighboring countries from time to time. If i leave next week... before my first 90 day stay ends #1 do I need a re-entry permit? and #2 If I don't report to Immigration at the end of my 1st 90 day period and then leave the country without a re-entry permit is my 1 year retirement visa cancelled?

During the validity of your visa you need, as others have mentioned, report your address every 90 day, but you do not need a re-entry permit. Hoever, if you leave Thailand just before your visa expires and return again before the expiry date, you will be given another year's temporary permission to stay. If you want to leave Thailand during that year you will be needing a re-entry permit. It can be obtained for one entry or multiple entries.

I have read recently that the 10 Million Baht investment visa is not currently available.
I'll try and find a source on this but it came up in another thread a week or two ago.
As Ubonjoe wrote it is not a visa but a route for an extended temporary stay in Thailand, and this alternative is indeed included in the new Police Order that takes effect on the 29th this month.

and btw the reason I am upset that I have to leave, is because I have a girlfriend I love, and she has a boy, we stay together 3 years but I will have to leave her behind. She makes 8500 baht / month working in a hotel in an Island, and it is a quite sad situation.
A simple search on the internet is all that is required to find the information about the Thai Elite Program. Also, there is an oportunity to get a temporay permission to stay in Thailand if one invests 10M baht or more in a condominium or government bonds.

KunPer gave you a correct statement of how to go about it if you construct a house from scratch. The process for legal separation of of ownership of the house from the land on an exisint home is more complexed but is indeed possible depending on circumstances. You had better see a lawyer for the details.
However, in reality you have nothing to gain from this if you are legally marrid to the house owner (your wife) provided the purchase / house build was done when legally married. The reason for this is that you in fact already would own 50% of the house and land current value as the property would be regarded as Sin Somros, i.e. mutually owned property.
If you still want to go ahead with the process, or secure a right to remain at the property, the best option is to register a superficies right in your name; alternatively you could register a usufruct but stay away from leasing.

The Thai elite card is primarely meant for foreign businessmen who visit Thailand frequently and for that group the card is a good idea. Selling the card to those who just want to live in Thailand was never the intention.

Looks like ED visa, or 2+ years (until 50) of repeated tourist visa visits with a sojourn outside Thailand in between.
He currently doesn't have a sufficied monthly income to qualify for an extension of stay when he turns 50; he needs a minimum of 65,000 baht per month if he want to base his stay on the money route.

These rules are nothing new as they there for many a years, although the inforcement has been slack.

Land office in Samut Prakan had never even heard of them when I went there last year, they just said no.
It has happened in other places too, and that is why it is vital to have a Thai lawyer with you who can argue your case.
Other places have been asking 'tea money' for the process.

Her boyfriend can enter for 15 days on 'visa on arrival' rules http://www.mfa.go.th/main/en/services/123/15393-Visa-on-Arrival.html
For longer stays both of them need a tourist visa.

Actually, the condo owners must also pay 12.5% in tax if the condo is let. The amount is calculated based on the rental income or by an amount set by the Land Office, whichever is the highest.
This duty also applies to those who 'own' a home through a company and to house owners letting their homes.

If you can afford them I recommend Toyota Land Cruiser or Volvo XC90. Fortuner, Pajero and the similar types are basicly covered pick-ups and not very comfortable vehicles.

If you entered Thailand on and ED-visa, are married to a Thai national and are in Thailand I don't see an advantage of going through the trouble of leaving the country to obtain a Non-Immigrant O-visa and then apply for a extension based on marrige.
If your papers are in order, as you say, and you qualify financially, you had better apply for an extension based on marrige without leaving Thailand.

The reporting can take place at the nearest immigration office or police station. There is a dual responsibility and both you and the person registered as house master must report the stay, and this within 24 hours after arrival to the address.

Most of the branded hotels are actually only manged by the hotel chains and owned by local interests. It happens ever so often that a hotel changes management from one group to another.

A warning has been out for quite some time and some airlines, e.g. Air France, British Airways, Astana and Korean had already re-routed their flights whereas KLM, Lufthansa, MAS and Thai ignored the warning. Fuelsavings are apparently worth the risk for some airlines whereas others put safety first.

Yes I hope so. This is a great opportunity to start clearing up dirty deeds here in Thailand, and it has infact started with addressing the taxi maffia in Phuket and at Suvarnabhumi, cleansing the beaches in Phuket and recovering pawements in Bangkok; this in addition to addressing the problems missuse of the tourist visas and visa exempt entries. It is a small start, but still a start. The biggest problem is of course corruptions in government administrations, but hopefully something can be done there too.

Believe it or not, this is not a serious problem. It is certainly not a SERIOUS problem.
No laws have been changed either. But there is a new sheriff in town,
His name is not Barney Fife.
Nor have I. Most people I know got their Non-Immigrant Visas before establishing themselves in Thailand.

A one year temporary extension of stay based on studies of the Thai language, provided the studies are not in a university, will, from the 29th of August, be given for a period of 90 days only; the maximum stay in Thailand can, furthermore, not exceed on year from the first entry.
