It is thought that at least 80% of the buses connecting Thailand’s cities are in this older, adapted category. “A new bus, from a good manufacturer, is very expensive,” Sumet Ongkittikul explains. “So they use an old chassis, and a local manufacturer to build new bodywork, and that is counted only as an old bus, where the new regulations do not apply.” For example, UNECE regulation UN R118, which requires bus interiors to be made with non-flammable materials, was officially introduced in Thailand in 2022, but does not apply to buses made before then, or buses adapted using older chassis.

Assumptions Assumptions have you interview the guy and he told you he Knew the bus was being operated contrary to the regulation and What regulation is that !! If you read the news and numerates post here you will find out that there is NO regulations for old Buses the regulation only apply to NEW buses

The current driving test is not the issue It is the lack of enforcement of these laws no need to change the laws I do not know of any Police force In the world ( please point out if I am wrong) that just turns there back when it comes to doing their job by enforcing the Law three people every two hours die while the police sit doing nothing While the bus owner was not licensed to have more that 6 gas bottles per bus nothing i read said the tanks where not in compliance and by the way there are no standard for old busses

All this is a lack of Training I might be going a bit overboard but Thailand Has yes lots of safety protocols but NO training in them, it is everyone's responsibility towards safety, a simple risk management assessment carried out before the job would have saved these guys

No idea Qz will not give you a pension while overseas you have to go back to OZ and then run through hoops there is hardly any work in Thailand for expats you need to research
