Thailand's gradual introduction over the past 15 years of regulations for bus safety laid out by the UNECE, the UN Economic Commission for Europe, a body responsible for establishing international standards in many areas. But application of these rules have been slow and piecemeal. “The problem is most of the manufacturers in Thailand cannot reach that standard,” “Also, the regulations only apply to new buses. There are No regulations on old buses any unqualified backyard mechanic can do anything they want and its not against the law even the most western standards for checking CNG is Not a pressure test as you would expect its only visual Inspection surprised me as a mechanical QA/QC manager -

Corruption is only a small part of the problem, "safety is everybody responsibility" and there lies the problem the mind set of the Thais has to change to look after each other to question "Is this safe" to point out hold on I should switch off before i work on machinery ect. it is actually called Occupational health and safety (OSH) which Thailand Has Thailand is governed by a combination of laws, regulations, and best practices. The key regulatory framework includes the Occupational Safety, Health and Environment Act B.E. 2554 (2011) and various Ministerial Regulations that refine and specify certain facets of OSH. but is it Enforced NO !! will it change NO!! Why lives are cheap in Asia nobody interested -

Totally correct the cost of a new bus is very expensive although the bus is safe as it will be built to UN R118 standard which Thailand has adopted, but not many are built as Thailand is struggling to meet this Standard plus this is ONLY for NEW busses, Old Busses do not have Any standard so that is why they are bombs ready to go off any back yard mechanic can work on old busses -
