Impossible.
The USA Embassy gave the same reason. The State Department made the decision after updated guidelines issued by Thai Immigration.
Years ago, I offered to supply my tax records, bank, IRA, and pension statements. Immigration doesn't accept them because they could be faked. With the new ruling, the embassy would have to provide the actual documentation that they had verified the documents.
As far as why some can continue, there is always the possibility that different embassies are given different requirements. I know different applicants are treated differently by different IOs. No reason they wouldn't do the same with embassies.

My wife is now having to visit the hospital, regularly, as follow ups to recent surgery. We have never been ones to like visiting hospitals. After all, they are filled with sick people. And, that's during the best of times.
At Thai hospitals, many patients visit with an entourage - mothers, daughters, aunts, uncles, friends and plenty of children. This is extremely annoying. But, given the covid situation, it's nuts!
Just yesterday we visited a physical therapist at a major hospital. There were maybe a half dozen patients. But, there was a couple dozen family and friends mulling around. There were also kids, running wild, climbing on all the furniture, and touching everything within their reach. I can't think of more efficient disease spreaders!
I think it should be the hospitals that are locked down / restricted!- 7

I'm not Canadian. I am asking for a neighbor who has a Canadian friend looking to retire here.
I would assume he could hammer it out. But, one never knows.

Here is the official announcement. My wife says it is not clear; it can mean either "at" or "from".
Closing the venues makes sense, at least in the context of disease control. Closing an hour early is of little or no value.
FM 91 assumes it means 9pm, nightly. However, that could simply be wishful thinking. -
Not a Thai translator, one might wonder if they actually meant "from" rather than "at".

While it might seem as Thailand has done a good job of managing covid the figures which are reported are grossly understated (same as deaths on roads, only report people who are dead at the scene). This is a function of all authoritarian 'governments'.
As far has keeping the numbers down being authoritarian, I would say the West's more into big numbers for that very reason. It has allowed government officials to arbitrarily shut down businesses, and "legitimize" more control over their citizens.
