This does not help : Interpol has elected as president an Emirati general accused by human rights groups of torture, a decision that deepens concern that the police agency is becoming an instrument for repressive regimes. Major General Ahmed Naser al-Raisi, inspector-general at the interior ministry of the United Arab Emirates, won 69 per cent of the vote in the final round at an Interpol gathering in Istanbul. The conference was attended by 470 police chiefs, ministers and other representatives from more than 160 countries.
