Can 60 day Tourist Visa be changed to Non Immigrant O visa?

My friend has been issued with a 60 Tourist Visa, and will enter Thailand with CoE next week. He has a Thai bank account with the necessary THB 800,000 inside, and wishes to apply to change to a Non Immigrant O Visa. 

Is this able to be done, if he enters using a 60 Tourist Visa?

I also wonder if I have to go to the Bangkok immigration, or it they do this service in Jomtien/Pattaya also?

It can be done with a visa exempt entry.

It can be done at any immigration office but it has to be done at same office where you will apply for the one year extension.
